    Justification for Article 7.4:
    Earth moving machines are considered as a high risk work equipment, and is therefore subject to special training regulations. This type of equipment is often represented in severe and fatal accidents. The courses include a module for general understanding of health and safety at work, and theoretical and practical understanding of the work equipments risks at use.
