    Justification for Article 7.4:

    Professional qualifications are examined before the first provision of services, because insufficient professional qualifications and/or incompetence of an authorised security system engineer whose work includes planning and control of the technical security systems represent a significant risk of incorrect implementation of these complex systems, where technical assets and mechanical devices for the provision of security services, devices for anti-theft security services, examination of persons, cargo, prevention of violent entries, automatic detection and reporting of unauthorised presence, transfer of alarm messages, electric, electro-magnet, magnet or biometric devices for access control etc., could cause major damage with regard to the safety of people and property. Meanwhile, the Act defines projects of technical documentation for implementing technical security systems as a business secret, and with their disclosure, the client would be caused appreciable damage if an unauthorised person were to be made privy to such information.

    Translation(s):

    Authorised security system engineer is a member of security personnel who directly performs the tasks of private security for a licensee or an internal security provider; however, they have no right to perform statutory measures of a security guard. In compliance with the provisions of the Act governing the field of private security and the Act governing building construction and the regulations issued on the basis of these two acts, they are responsible for designing projects for the implementation of technical security systems and supervision of technical security systems. An authorised security system engineer studies the project and technical documentation, the analysis of the security situation, risk assessment, the proposal of security solutions and the requirements of the client, creates a project for the provision of security and individual plans for the implementation of security systems, and runs and supervises the implementation of the project.
