Presentation of the measure:

In order to further strengthen excellence research in Mecklenburg-West Pomerania, the Science Ministry launched a programme for promoting excellence research projects. It targets young researchers and thus aims at giving them a clear perspective for research in Mecklenburg-West Pomerania. This in turn will strengthen the state as research location.

The programme has a total budget of €25m that originates from the European Social Fund. €5m are foreseen for research in the energy field. Besides energy, research projects that address the core areas of the Regional Innovation Strategy are eligible for funding. Universities and non-university research facilities in Mecklenburg-West Pomerania that cooperate in research alliances can apply for funding. Projects are selected following a competition procedure and assessment of external experts; each research alliance can be funded with up to €5m for four years. The programme is managed by Projektträger Jülich. At the core of the measure is scientific qualification in the context of research alliances. Eligible costs are personnel costs, e.g. for PhD theses, habilitations, acquisition of third-party funds, authorships in international peer-reviewed journals, etc.

To what extent the measure can be considered as a success and worthy of policy learning?:
It is too early to judge the success of the measure (e.g results of first call for proposals still not known).
Evidence of outcomes based on evaluation and other evidence:

In the 2007-2013 funding period, the Research Fund focused on supporting research in a broad dimension: 16 projects were promoted (see brochure “Research Fund Mecklenburg-West Pomerania”). The new research programme specifically targets excellence and large-scale research projects. It thus addresses young researchers and their excellent research projects with the goal to increase international competitiveness of Mecklenburg-West Pomerania’s research activities.

What are the most important “Do’s and Don’ts” that regional stakeholders should be aware of when launching a similar measure?:

The orientation of similar measures at regional core areas of research and innovation contributes to strengthening strategic fields in science and research and in innovation.
