Presentation of the measure:

The core objective is to strengthen and consolidate research, development and innovation in Aragón by means of enriching projects already in place, as well as growing and consolidating research groups, seen as a central element of the RDI ecosystem.
For this purpose, the call funds:

  • RDI strategic projects - aiming to generate scientific and technical knowledge
  • Projects of excellence – aiming to improve people’ social, economic and technological conditions

Projects need to be conducted by research groups that hold the certificate of recognition provided by the Government of Aragón. Therefore, in the first place research groups need to meet the requisites to attain  the recognition and then, the conditions to be classified in one of the following categories:

  • Research groups of reference – the grant intends to boost a research work already consolidated and that it is reflected in quality indicators
  • Research groups in development – the grant serves to accelerate the consolidation of those groups with a critical mass that evidences a short-term success

If the research group obtains the accreditation, it can access funding as long as the project:

  • Reinforces regional innovation culture
  • Promotes the creation of an innovative ecosystem that favours the interaction between relevant agents
  • Develops or builds on regional resources
  • Strengthens the RDI ecosystem and neutralises its weakness

This measure builds on previous initiatives; especially the 2014-2016 grants financing excellence research groups.

To what extent the measure can be considered as a success and worthy of policy learning?:
There is evidence of an impact of the measure based on verifiable indicators or an evaluation (e.g. sales generated from new products, jobs created, etc.)
Evidence of outcomes based on evaluation and other evidence:

Aragón has been implementing support measures for research groups since 2008. Even though there are no formal evaluations, the initiatives have evolved based on the cumulative experience and with the objective to advance and meet the needs of the regional RDI ecosystem. So far, there are approximately 300 research groups conducting activities of interest for the Government of Aragón across different fields, namely: human sciences, social sciences, technology, experimental sciences, mathematics, biomedical sciences, agriculture and veterinary.

What are the most important “Do’s and Don’ts” that regional stakeholders should be aware of when launching a similar measure?:

The measures have built on previous outcomes and lessons learnt, so that they effectively respond to the needs identified by the Government of Aragón and are aligned with its priorities. Furthermore, the latest calls translate the main weight from the composition of the research group, to the added-value associated with the project.
