Presentation of the measure:

The aim of the grants is to promote business cooperation to increase the competitiveness and growth of SMEs in Extremadura. This will be achieved by the creation, consolidation and growth of Innovative Business Groups (hereinafter IBG) or clusters belonging to strategic sectors of the region, as well as the development of collaborative projects. Those projects that have any of the following purposes will be considered eligible actions:

  • Revitalisation projects aimed at promoting the consolidation of IBG or Clusters that have been actively developing collaborative actions that favour the competitiveness of the sector.
  • Creation of new IBG or Clusters in strategic sectors identified in the RIS3 Extremadura.
  • Development of business integration projects to be carried out collaboratively by at least three companies, whose objective is the development of some of the business areas of the participating companies or the execution of a new business activity, through the constitution of a new legal unit participated by all the companies.
  • Development of collaborative projects by a group of at least three SMEs from the same or different sectors, that will focus on a punctual collaboration that supposes a competitive improvement for the participating companies.

There has been a positive response by beneficiaries to the measure (e.g. over-subscribed in terms of requested versus available budget) but it is too early to judge results or impact

What are the most important “Do’s and Don’ts” that regional stakeholders should be aware of when launching a similar measure?:

The cooperation among companies has proved to be a very effective way of accomplishing greater results in terms of growth and competitiveness. These grants intend to encourage that collaboration, embracing a wide range of projects and different degrees of commitment attending to the particular objectives of the companies. This makes the measure very inclusive, covering many types of companies and sectors, which in addition must be included as strategic sectors in the RIS3 Extremadura. On the long-term, it could lead to the consolidation of strong clusters in the region. The major disadvantage of the initiative lies in the small amount of funding provided.
