The development planning of the programming period 2014-2020 is heavily based on the national and regional Research and Innovation Strategies for Smart Specialisation (RIS3). Since RIS3s constitute integrated and region specific economic agendas that have been produced based on the methodology of entrepreneurial discovery in order to ensure the involvement of all interested stakeholders, they focus policy support and investments on key regional strengths, priorities, challenges and needs, creating thus regional competitive advantages and potential for excellence, they support innovation and attract private investments and they ensure correct and timely monitoring and evaluation mechanisms.
The region aims to strengthen its capacities and develop infrastructure among local authorities, educational and research centres private SMEs and to become a leading metropolitan centre for innovation research, production and export in the wider region of Eastern Mediterranean. In order to do so, the region will utilise its competent scientific and technical human capital.  Finally, the region focuses on social welfare and security, on improved labour and business conditions and on environment.
In this context, the RIS3 priorities are:

  • Creative economy;

    • Crafts, jewellery;
    • Apparel, furniture;
    • Gaming applications and technologies;
    • Educational applications, tools, and methods;
    • Media, cinema;
    • Culture; and
    • Tourism, leisure.
  • Blue economy; and
    • Environmental technology;
    • Aquatic biotechnology;
    • Shipping, smart transport and green shipping;
    • Shipbuilding;
    • Materials - Port construction;
    • Diet; and
    • Marine tourism, leisure.
  • Sustainable economy of needs.
    • Medicine - Health;
    • Smart city, smart building, smart transport;
    • Environmental technology;
    • Energy: RES, energy saving, smart grids
    • Agri-food;
    • Materials - Construction.
In order to meet the above priorities, certain indicative actions are proposed, including among others:
  • Reinforcement of mechanisms and investments of SMEs in research and innovation;
  • Development and dissemination of innovative products and services using ICT;
  • Reinforcement of the competitiveness and extroversion of SMEs;
  • Development of skills and of adaptability of regional human resources; and
  • Promotion of social inclusion, anti-poverty actions and strengthening of social cohesion.
Regarding the governance structure of the regional RIS3, it includes two levels:
  1. Policy Making Level
    This level includes the administrative bodies of the region that are responsible for policy development on research and innovation and for decision making / validation in these areas. These are the Regional Governor, the Regional Council and the Regional Research and Innovation Council.
  2. Execution Level
    This level includes bodies responsible for the monitoring of the implementation of RIS of Attiki and of the management and implementation of related actions, including the Coordination Body responsible for RIS3 monitoring, the Executive Structure, the Strategic Centre, the Spatial Support Structures, the Inter-regional Structures, the Administration Bodies and the Implementing Agencies.
