Hamburg is a city state, and the Senate is the state government. The political guidelines are determined by the First Mayor who is the head of government. Today there are 10 departmental authorities, each headed by a Senator. The Senate represents the Free and Hanseatic City of Hamburg in dealing with the other federal states, the federal government and other countries.
The Senate is the government of the city state of Hamburg. In this respect, it is responsible for the municipal tasks and administration, including labour and economic affairs, and science and research. The Departmental Authority for Economic Affairs, Transport and Innovation is for instance in charge of questions related to regional industry, technology and business support - including the support of innovation - while the Departmental Authority for Science, Research and Gender Equality has its focus on higher education, the support of science and research in Hamburg.
