UEFISCDI is a public institution subordinated to the Ministry of National Education (MEN), but also, functionally, to MEN Consultative Councils (National Council for Higher Education Funding, National Council for Scientific Research, Consultative Board for Research, Development and Innovation and National Council for Ethics). UEFISCDI was created in 2010 with the mission to centralise the funding and coordination activities of higher education, research, technology development and innovation. This centralisation reflects a change in the Romanian RDI system, i.e. separation of the RDI policy-making and performance evaluation functions, retained by the Ministry of National Education, from the implementation functions, delegated to UEFISCDI and some consultative councils.

Activities

In the RDI area, UEFISCDI managed five programmes of the 2007-2013 National RDI Plan:  ”Human Resources”, ”Ideas”, ”Capacities”, ”Partnerships in Priority Domains”, and ”Innovation”, which are coordinated by the National Council for Scientific Research (the first three programmes), and the National Council for Development and Innovation (the last two programmes). UEFISCDI has been part of the consortium managing the process of formulating the 2014-2020 National Strategy for Research & Development and Innovation.

In the higher education area, UEFISCDI performs several functions, such as:

  • Implementation of the funding methodology for higher education. UEFISCDI’s ‘Higher Education Funding’ unit oversees the distribution of public funds along three types of funding for higher education institutions: basic funding (multiannual grants for the teaching process), complementary funding (subsidies for students' living expenses, investments and repairs, etc. for activities related to the teaching process), and supplementary funding (supporting excellence institutions and study programmes in public and private universities);
  • In 2007-2013, UEFISCDI has been in charge of coordinating strategic higher education projects funded by the European Social Fund (e.g. “Quality and Diversity in Higher Education”, “Ensuring Quality in Higher Education through audit and habilitation”, “Performance in Higher education”, “Graduates and the labour market”, etc.);
  • Coordination of institutional development and system development projects in higher education and RDI sector;
  • Consultancy and technical assistance for internal and international research and innovation programmes;
  • Coordination of the executive activities of several national councils for higher education and research.
