The responsibility for regional RTDI policy in Bavaria lies with the regional government (Bavarian State Chancellery) and is currently partitioned between two main resorts: the bavarian State Ministry for Economic Affairs and Media, Energy and Technology (MWMET) and the Bavarian Ministry of Education, Science and the Arts (MBWK).

Within the MWMET, technology policy is addressed in various departments: Dep. Innovation, Research and Technology, Dep. Industry, Foreign Trade and Dep. Medium-Sized Businesses, Services, Crafts. The ministry describes itself as an ‘organizer’ of technology transfer and innovation management. In addition, the MWMET is responsible for R&D and technology funding. Its mission statement is as follows: "Strengthening the capacity of the Bavarian enterprises and the economic welfare of the citizens of Bavaria are key issues in the work of the Bavarian State Ministry for Economic Affairs, Infrastructure, Transport and Technology."


 Major topics of the MWMET include:

  • Economic Affairs,
  • SMEs and handicraft enterprises,
  • International economics and business location,
  • Digitalisation and media,
  • Energy and resources,
  • Tehcnology, and
  • Tourism.

Thereby, the innovation and technology policy is especially important for the sustainability of the Bavarian companies and the business location overall. Following this, the Bavarian State Government wants to increase its expenditures on research and development drastically (expenditures on research and development per GDP are to be increased by 3.2% until 2016).
