This page contains basic descriptions and contact information for the four units that make up the Directorate responsible for the Single Market for Public Administration.

G1 – Public Procurement Strategy

Unit G1 is in charge of developing the horizontal and strategic dimension of public procurement and exploring and proposing the most advantageous policy options under the new Directives. It is responsible for policies on the professionalisation of public procurement administration, the fight against corruption, procurement and structural funds, socially responsible procurement, and green procurement.

This unit is in charge of the country desks for Croatia, Denmark, Estonia, Finland, Germany, Ireland, Italy, Romania and Sweden.

G2 – Access to Procurement Markets

Unit G2 is responsible for securing access to the public procurement markets of non-EU countries for EU businesses and for helping improve the public procurement governance of these countries. It represents the European Commission on behalf of the EU at the World Trade Organization’s Government Procurement Agreement (GPA). It also contributes to negotiations on the public procurement chapters in Free Trade Agreements (FTAs) and in EU enlargement negotiations. In addition, the unit works on enhancing the participation of small and medium-sized enterprises in public procurement, on fighting collusion in public procurement, and on relations with international and/or financial organisations, such as the OECD, the European Investment Bank (EIB), and the European Bank for Reconstruction and Development (EBRD).

This unit is in charge of the country desks for Cyprus, Greece, the Netherlands and Slovenia.

G3 – Procurement Legislation and Enforcement

Unit G3 is in charge of providing interpretation of the provisions in three of the Procurement Directives adopted in 2014 (public procurement, concessions and utilities) and coordinating the transposition process. This unit is also in charge of the Remedies Directives, as well as the new approach to enforcement in public procurement.

This unit is in charge of the country desks for Belgium, Bulgaria, France, Hungary, Latvia, Lithuania, Luxembourg, Poland, Portugal and Spain.

G4 – Innovative and E-Procurement

Unit G4 supports the digital transformation of public procurement in the EU (e.g. e-procurement, e-invoicing and data). The Unit also promotes public procurement reforms and practices by:

  • supporting public procurement innovation policy, the development of the aggregation of demand policy, and cooperation between buyers
  • dealing with a group of EU countries as the unit in charge of the country desk for Austria, the Czech Republic, Malta and Slovakia
  • working on sectors with significant economic importance (e.g. health and IT) 

The Unit handles requests for exemption from the application of public procurement rules in the water, energy, transport and postal services sectors. It also supports other units in the Directorate by providing statistical analysis, managing the Directorate's data resource centre, and coordinating the Directorate's input into the EU Semester process.
