Review of the CPR

Following the publication of the July 2016 implementation report, the Communication Clean Energy for all Europeans announced a possible revision of the Construction Products Regulation in November 2016.

The aim is to assess how much growth and jobs in the construction sector could be increased by improving the functioning of the Internal Market for construction products, including for SMEs.

Therefore, Commission services are launching an evaluation and an impact assessment. This is to assess the performance of the CPR and to provide an evidence-based comparison of the various options for the future, as an input for the decision to revise, not to revise or to repeal the CPR.

As a follow-up to the implementation report, Commission services have launched a dialogue with main stakeholders through technical platforms on various issues:

Several Commission reports and studies are already available or are under preparation that will support the whole process.

An external study was carried out to collect evidence for the evaluation of the CPR and the impact assessment of future potential options. Here are the findings:     

Public consultation

An open public consultation took place between January and April 2018 to gather experiences, views and opinions of interested stakeholders and the public on the Internal Market for construction products.
