Circular Plastics Alliance

Making plastics more circular to avoid plastic littering into the environment is a priority for the European Union. Recycling more plastics is a key solution. The Circular Plastics Alliance gathers key stakeholders in the plastics value chains to promote new voluntary action by industry for more recycled plastics. The Circular Plastics Alliance wants to ensure that 10 million tons of recycled plastics find their way into new European products by 2025.

The topic of the 2019 edition of the European Social Innovation Competition (EUSIC) is 'Challenging Plastic Waste'. The 3 winners will be awarded €50,000 each.

The Commission launched the Circular Plastics Alliance on 11 December 2018 with the support of First Vice-President Frans Timmermans and Vice-President Jyrki Katainen.

First meeting of the Circular Plastics Alliance

30 stakeholder organisations have already joined the Alliance and gathered for the first meeting of the Circular Plastics Alliance on 5 February 2019 in Brussels. Vice-President Katainen  chaired the first meeting, which took place at the European Industry Days.

At the first meeting, the participants confirmed their commitment to work together along the plastics value chains and ensure that 10 million tons of recycled plastics are used in the EU by 2025.

They agreed to work in priority on 5 topics:

  • Collection and sorting of plastic waste
  • Product design for recycling
  • Recycled plastic content in products
  • R&D and investments, including chemical recycling
  • Monitoring of recycled plastics sold in the EU

Operational working groups will be set up immediately and work on concrete solutions during spring 2019.

Voluntary pledges by industry

Annex III of the European Strategy for Plastics called on stakeholders to submit voluntary pledges to produce or use more recycled plastics in Europe by 2025.

The target is that, based on the voluntary pledges from industry, 10 million tons of recycled plastics find their way into products in Europe in 2025.

Annex III required the Commission to present its assessment of the pledges received and their overall contribution to the 10 million tons target. 

By end 2018, the Commission has received pledges from 70 companies and business organisations.

Background

The European Commission announced the launch of the Circular Plastics Alliance on 11 December 2018. The launch of the Circular Plastics Alliance followed a preliminary assessment of the voluntary pledges for recycled plastics submitted to the Commission by industry.

The Commission’s preliminary assessment of the pledges in November 2018 showed that pledges from suppliers of recycled plastics were sufficient to reach the EU target of 10 million tons sold in Europe by 2025. However, the pledges from users of recycled plastics (plastics converters and manufacturers) were not sufficient. There was therefore a gap to bridge.

The Commission called on stakeholders to submit voluntary pledges for recycled plastics in January 2018, in Annex III of the European Strategy for Plastics in a Circular Economy.
