Here are some few general comments on the DETF draft report:

1) Since the aim of the European commission is to create a new alliance for intercontinental cooperation between UA and EU on an equal footing it would have been interesting to state in the DETF report "the mutual benefits" expected by both the UA and the EU. Indeed, such an approach requires the existence of a relationship based on transparency and openness. The recommendations made are mainly aimed at formulating good practices that should be adopted by African states, but no reference is made to the benefits that the EU can derive from this partnership on digital economy.

2) It would have been interesting to know what comparative advantages the European Union offers over other economic areas that may be able to forge partnerships with the African Union.

3) In a long-term perspective, it seems necessary to encourage the development of a strong african digital economy through the creation of national and regional economic actors in the digital sector and to encourage the manufacture of electronic devices in Africa.
