The Digital Single Market Strategy for Europe (DSM) identified eGovernment as one of the key elements to maximise the growth potential of the digital economy and to achieve an inclusive digital Europe. It announced the launch of an eGovernment Action Plan for the period of 2016-2020. The eGovernment Action 2016-2020 ('Action Plan') was published in April 2016, setting out the vision, underlying principles and policy priorities, which constitute the following pillars of the Action Plan:
- Modernising public administration with ICT, using key digital enablers (Pillar 1),
- Enabling cross-border mobility with digital public services (Pillar 2) and
- Facilitating digital interaction between administrations and citizens/businesses (Pillar 3).
Beyond the actions identified in the DSM Communication as major deliverables of the Action Plan, it includes a number of additional, impactful actions. It is foreseen that each action will develop its own implementation strategy and define indicators to measure its progress. While the Communication on the Action Plan indicates the main ambition for each of these actions, this additional information aims to provide further background information on all. This information will be updated on a quarterly basis to reflect tasks accomplished or milestones achieved.
