This document contains the plan for building a community for the users and stakeholders in all the use-case sites, including details about the communication channels and contents.
This deliverable is very well conceived and written. Both quantitative and qualitative goals are described, and the three cases are well stressed. The information flow is very clear and this is very important to understand the potential of such project. The only weakness I see is the Conclusions section, very short and general.
Absolutely appreciated work. The concepts present in this document are very interesting and they show the maximum level of engagement in the relation between Public Administration and citizens. The followed process (description of the different levels of engagement, description of different tools for the different levels of engagement, reference to the specific pilot) is consistent and precise. Maybe, a more deep analysis on the use of ICT for the different level of engagement could be considered also in the features provided by the SIMPATICO platform.
In the Document I find things like this:
Methodology for Engagement and Community Building. We will have to build a methodology to plan how to maximize this engagement and then
measure it through a series of metrics...
Again, I would encourage to keep the whole process as simple as possible during the initial stages of the Project, at least. A 'methodology to plan how to maximize the engagement', will very likely imply many hours of elaboration, planification and execution. I would recommend to devote the efforts to simple and measurable goals initially. That kind of approach should help speed up the learning process. and also get early feedback from stakeholders. Which could then be used to develop better methodologies or whatever the Project requires.
I like this concept you describe: ''Exploit the wisdom of the crowd'. In my opinion, main focus should be there, and before everything else. An innovative, more efficient engagement between PA and citizens is great. However, I strongly suggest to discuss what are those services or interactions betwwen those stakeholders, that are trully relevant. Task is inmense. So, I would encourage everybody inolved to work first on defining which interactions make sense, and which definetely not.
Overall aim is ambitious and meaningful. Engaging citizens and public administration is an important topic and there are several methods described how to do this. However, I cannot stress enough the challenge to include actual citizens, lay-people, to research projects. How well this risk is been considered?
The methodology is well described as well as its application in the pilot cases. The document remains generic concerning the actual services that will be delivered. Having a better understanding of the type of services (and eventually access to the questionnaires) would have been beneficial to better understand the specificity of each pilot and the potential impact.
The subject is well addressed and it is very challenging to get the involvement of citizens in the public administration day-life.
I agree with Roberto, well documented Engagement Plans illustrated in the deliverable considering the difficulty of keeping participants engaged.
