This deliverable includes a specification of the functional and non-functional requirements of SIMPATICO’s stakeholders. In addition, the overall architecture of SIMPATICO environment is defined together with its main components including component interfaces, technologies and external APIs.
The document is well-written and complete. It presents an overview of the whole platform including UML diagrams with a satisfactory level of detail. Also the part concerning integration of tools and techniques in the pilots is satisfactory. As the other technical deliverables, it is a good document. I think that the project is working well until now.
This deliverable provides a complete vision of the entire SIMPATICO project, so it is useful to better understand its main elements and objectives. The innovation of the project is clear considering the specific concepts at the basis of the platform (Personalization, Human Computation, Enriched Interaction). They represent some general concepts that can be considered as elements to be considered for the innovation of the relation between Public Administration and citizens.
However, the chosen features of the platform based on these concepts seem very traditional. The main innovations of the relation between PA and citizens are based on concepts as: active participation, co-creation, persistent agreement, etc. Looking at the entire project, it seems that these concept are not so present and that a better integration of these concepts would have enriched the features of the platform, creating a more complete tool.
The methodology chosen for the identification of the functional and non functional requirements seems appropriate and helps to analyze and understand the features of the platform. It also contributes to approach to the final user point of view. However, this one is not completely considered in describing the overall platform. A deeper focus on the user interaction with the platform would contribute not only to better communicate the project, but also to better investigate the design choices according to a user (human) centered approach. This lack is mitigated in the section dedicated to the pilot, where the reference to the scenario and to the modes by which the SIMPATICO component can be used in these pilot, helps to have a more concrete support in identifying the user point of view.
From the user perspective, the SIMPATICO platform is a standard collaborative platform from which a) citizens can do activities which were previously available only being physically present at an administrative office and b) they can get answers to their questions.
SIMPATICO must encourage user adoption of the system by simple Authentication service. The user accounts should be automatically created by the system following the same procedures used when you create an online bank account. Using solutions such as video authentication, nowadays available would improve adoption.
SIMPATICO exposed as a REST API can open an important market for local SMEs which would like to develop business services on top of the public infrastructure. But I don’t think is related to customer satisfaction.
Citizen Data Vault must also come with document based authorization policies (e.g., some documents must not be removable as they were previously used in transactions, such as the scan of your security card).
It appears that the Text Adaptation Engine is suitable to improve the text of public documents but I doubt that it can also improve processes, including input forms and services. However a separate component for process learning can be defined or these requirements can be delegated to the Workflow Engine. Learning UX from the user activities is a very exciting and useful task.
As a general recommendation, the architecture report should focus deeper on the innovative components and less on standard features (autopcomplete, prefill and so on).
