This deliverable defines how the project is to be executed, monitored and controlled. It also includes the Risk Management Plan and the Quality Assurance Plan.
The deliverable is of high quality and addresses all important project management tasks relevant for the project. Roles and responsibilities are clearly defined, risk and quality management procedures as well as software development aspects are sound and well elaborated. The consistent implementation of the defined measures and procedures still needs to be proven during project life time.
The management plan is very well written in all its part.
I suggest to improve point 5 by adding more information about tools that could be applied for financial management (e.g. Gantt chart, pivotal tables...). I also suggest to define indicators and thresholds for quality management (Tables 7 & 8) with stakeholders, in particular civil servants.
The management plan includes all the essential aspects necessary for effective project management at all stages. The structure of mutual relations and communication is designed efficiently and corresponds to the objectives and purpose of the project. Also, control procedures are designed in accordance with the objectives and planned outputs of the project. The division of tasks and responsibilities is clearly stated in the plan. Overall, the submitted plan can be considered as effective. Achieving the objectives set and achieving the planned outputs of the project can be expected.
Excellent report, a proof of the management capabilities to handle the project. I would just advocate on using more document collaborative tools to produce future reports (including project reports and software documentation). As such, I encourage the consortium to use a Git-based solution for both document management (there are plenty of markdown2pdf converters) and software production. You can use own Git deployment and then eventually, publish to a public GitHub account and to the project website.
A good management plan, but I'd liked a better understanding of how the three administrations concerned are planning on managing adoption of a hopefully acceptable innovation, both internally and externally.

A table showing the person-months allocation per partner per WP in the first year of the project, should be added in section 5 Project budget.
The project management plan is thoroughly presented. Well established software quality control and deliverables monitoring and control. Hopefully they will be well applied.
The PMP offers a complete and effective set of procedures, description of roles and responsibilities. Risks management and quality control are well established. Tables with budget and WPs/partners effort could complement the overall information providing additional elements of knowledge.
