Komitety doradcze to organizacje zainteresowanych stron, których celem jest opracowywanie zaleceń dla Komisji Europejskiej i państw UE w zakresie zarządzania rybołówstwem. Zalecenia te mogą obejmować wskazówki związane z ochroną środowiska i zasobów oraz ze społeczno-ekonomicznymi aspektami zarządzania, jak również z uproszczeniem przepisów. Komisja Europejska konsultuje się z komitetami doradczymi w sprawie regionalizacji. Komitety doradcze zajmują się również gromadzeniem danych dotyczących zarządzania rybołówstwem i środków ochrony.
W skład komitetów doradczych wchodzą przedstawiciele branży oraz innych grup interesów (którzy zajmują odpowiednio 60 i 40 proc. miejsc w zgromadzeniu ogólnym i w komitecie wykonawczym). Komitety otrzymują pomoc finansową UE, jako organy realizujące cele leżące w ogólnym interesie europejskim.
