Οι ΠΟΔΑ είναι διεθνείς οργανώσεις που συστήνονται από χώρες με αλιευτικά συμφέροντα σε μια περιοχή. Ορισμένες από αυτές τις οργανώσεις διαχειρίζονται όλα τα ιχθυαποθέματα μιας συγκεκριμένης περιοχής, ενώ άλλες επικεντρώνονται σε άκρως μεταναστευτικά είδη, κυρίως τον τόννο, σε ευρύτερες γεωγραφικές περιοχές.
Στις οργανώσεις αυτές μπορούν να συμμετέχουν τόσο οι χώρες της συγκεκριμένης περιφέρειας («παράκτιες χώρες»), όσο και χώρες που δραστηριοποιούνται στον συγκεκριμένο τύπο αλιείας. Αν και μερικές ΠΟΔΑ έχουν καθαρά συμβουλευτικό ρόλο, οι περισσότερες έχουν διαχειριστικές αρμοδιότητες για τον καθορισμό ορίων αλιευμάτων και αλιευτικής προσπάθειας, τεχνικών μέτρων και υποχρεώσεων ελέγχου. Η ΕΕ, εκπροσωπούμενη από την Επιτροπή, συμμετέχει ενεργά σε έξι οργανώσεις για τον τόννο και σε ένδεκα οργανώσεις για άλλη είδη εκτός του τόννου.
Η ΕΕ συμμετέχει επίσης σε δύο ΠΟΔΑ που έχουν καθαρά συμβουλευτικό χαρακτήρα:
