Il-ġestjoni tas-sajd

Is-sajjieda jaqbdu l-ħut mill-istokkijiet tas-sajd, li ġeneralment għandhom livell għoli ta' kapaċità riproduttiva li però mhijiex bla limitu. Jekk is-sajd ma jkunx ikkontrollat, jista' jkun hemm kollass fl-istokkijiet u s-sajd jista' jieqaf milli jkun ekonomikament vijabbli. Huwa fl-interess ta' kulħadd li jkollna sistema tal-ġestjoni tas-sajd stabbilita biex

  • nissalvagwardjaw ir-riproduzzjoni tal-istokk għal rendiment fit-tul
  • inħejju s-sisien għal industrija li tħalli l-profitt
  • naqsmu l-opportunitajiet tas-sajd b'mod ġust, u
  • nikkonservaw ir-riżorsi tal-baħar 

L-għan prinċipali tal-ġestjoni tas-sajd skont il-Politika Komuni tas-Sajd (PKS) huwa li tiżgura rendimenti għoljin fit-tul mis-sajd għall-istokkijiet kollha, fejn hu possibbli sal-2015, u mhux aktar tard mill-2020. Dan hu magħruf bħala r-rendiment massimu sostenibbli. Għan ieħor dejjem aktar importanti huwa li jitnaqqsu sal-minimu l-qabdiet mhux mixtieqa u l-prattiki ta' ħela jew jiġu evitati kompletament, permezz tal-introduzzjoni gradwali ta' obbligu tal-iżbark. Fl-aħħarnett, il-PKS wettqet reviżjoni radikali tar-regoli u l-istruttura ta' ġestjoni tagħha, bir-reġjonalizzazzjoni u konsultazzjoni aktar estensiva mal-partijiet interessati.

Il-ġestjoni tas-sajd tista' tieħu l-għamla ta' kontroll tal-input, kontroll tal-output, jew taħlita tat-tnejn. Il-kontrolli tal-input jinkludu:

  • regoli dwar l-aċċess għall-ilmijiet - biex ikun ikkontrollat liema bastimenti għandhom aċċess għal liema ilmijiet u żoni.
  • kontrolli dwar l-isforz tas-sajd - biex tkun limitata l-kapaċità tas-sajd u l-użu tal-bastiment
  • miżuri tekniċi  - biex jirregolaw l-użu tal-irkaptu u fejn u meta s-sajjieda jistgħu jistadu 

Il-kontrolli tal-output jikkonsistu l-aktar fil-limitazzjoni tal-ammont ta' ħut minn sajd partikolari, b'mod partikolari permezz tal-qabdiet totali permessibbli (ara TACs u kwoti).

Il-Politika Komuni tas-Sajd qiegħda dejjem aktar tmur għal pjanijiet pluriennali li ħafna drabi jikkombinaw ma' għodda differenti ta' ġestjoni.

Il-ġestjoni tas-sajd hija bbażata fuq id-dejta u l-parir xjentifiku u miżuri ta' kontroll biex jiżguraw li r-regoli huma applikati b'mod ġust għas-sajjieda u li dawn ikunu konformi magħhom.

Fisheries conservation measures for the protection of the marine environment

We all depend on healthy ecosystems:  for food, energy, raw materials, air and water. That is why the EU has adopted laws to protect our environment and safeguard biodiversity – whether on land and at sea.

This includes environmental legislation like the Birds and Habitats Directives or the Marine Strategy Framework Directive (or Marine Directive), which aims to create a framework for the sustainable use of our marine waters.

In order to meet their environmental obligations under the three directives, EU countries need to take action on various fronts. This includes addressing different human activities affecting the seas, for instance fisheries.

Since fisheries policy is an exclusive competence of the European Union, it is up to the EU to take any fisheries-related measures.

However, the EU's Common Fisheries Policy (CFP) also gives member states the chance to play an active role in designing fisheries conservation measures (so-called regionalisation). Affected countries may submit joint recommendations as regards the fisheries conservation measures deemed necessary to achieve those environmental objectives. The Commission can then adopt legislation on the basis of those recommendations, effectively turning them into binding EU law.
