Upravljanje ribištva

Ribiški inšpektorji pregledujejo ribiško mrežo.

Staleži rib imajo običajno visoko, vendar ne neomejeno reproduktivno zmogljivost. Če se ribolov izvaja brez nadzora, se staleži lahko izčrpajo ali pa ribolov ni več ekonomsko upravičen. V interesu vseh je, da imamo tak sistem upravljanja ribištva, ki:

  • dolgoročno ohranja reproduktivnost staležev,
  • zagotavlja dobičkonosnost sektorja,
  • omogoča enake ribolovne možnosti in
  • ohranja morske vire. 

Glavni cilj upravljanja ribištva v skladu s skupno ribiško politiko (SRP) je po možnosti do leta 2015 oziroma najpozneje do leta 2020 zagotoviti dolgoročno visok donos vseh staležev. To je največji trajnostni donos. Drugi čedalje pomembnejši cilj je čim bolj zmanjšati oziroma odpraviti neželeni ulov in prakso zavržkov s postopno uvedbo obveznosti iztovarjanja. In navsezadnje, nova skupna ribiška politika ima z uvedbo regionalizacije in razširjenega posvetovanja z deležniki prenovljena pravila in strukturo upravljanja.

Pri upravljanju ribištva se uporablja nadzor vnosa in iznosa ali kombinacija obeh. Nadzor vnosa zajema:

Pri nadzoru iznosa gre predvsem za omejitev ulova rib določene vrste, zlasti z uporabo celotnega dovoljenega ulova (glej celotni dovoljeni ulov in kvote).

Za skupno ribiško politiko so vedno bolj pomembni večletni načrti, ki pogosto združujejo različna orodja za upravljanje.

Pri upravljanju ribištva se upoštevajo podatki in znanstveni nasveti ter nadzorni ukrepi, ki zagotavljajo, da se za ribiče uporabljajo ustrezna pravila in da jih tudi sami izpolnjujejo.

Fisheries conservation measures for the protection of the marine environment

We all depend on healthy ecosystems:  for food, energy, raw materials, air and water. That is why the EU has adopted laws to protect our environment and safeguard biodiversity – whether on land and at sea.

This includes environmental legislation like the Birds and Habitats Directives or the Marine Strategy Framework Directive (or Marine Directive), which aims to create a framework for the sustainable use of our marine waters.

In order to meet their environmental obligations under the three directives, EU countries need to take action on various fronts. This includes addressing different human activities affecting the seas, for instance fisheries.

Since fisheries policy is an exclusive competence of the European Union, it is up to the EU to take any fisheries-related measures.

However, the EU's Common Fisheries Policy (CFP) also gives member states the chance to play an active role in designing fisheries conservation measures (so-called regionalisation). Affected countries may submit joint recommendations as regards the fisheries conservation measures deemed necessary to achieve those environmental objectives. The Commission can then adopt legislation on the basis of those recommendations, effectively turning them into binding EU law.
