Gestão das pescas

A maioria das populações de peixes comerciais está sujeita a totais admissíveis de capturas (TAC), ou possibilidades de pesca, que fixam limites de captura (expressos em peso ou quantidades). Para preparar as propostas, a Comissão baseia-se em pareceres científicos sobre o estado das unidades populacionais, emitidos por organismos consultivos como o CIEM ou o CCTEP. Alguns planos plurianuais preveem regras para o cálculo dos TAC. Os TAC são fixados anualmente para a maioria das unidades populacionais (de dois em dois anos para as unidades populacionais de profundidade) pelos ministros das pescas dos países da UE, reunidos em Conselho. Para as unidades populacionais partilhadas e geridas em comum com países terceiros, os TAC são decididos conjuntamente com esses países ou grupos de países.

Os TAC são repartidos pelos países da UE sob a forma de quotas nacionais.  Estas são calculadas de acordo com uma percentagem fixa, que varia em função da unidade populacional e do país em causa, de acordo com o sistema de «estabilidade relativa». Os países da UE podem trocar quotas com outros países da UE.

Além disso, devem utilizar critérios transparentes e objetivos para distribuir as quotas nacionais pelos pescadores e são responsáveis por assegurar que essas quotas são respeitadas.  Quando se esgota a quota disponível para uma dada espécie, a pescaria deve ser encerrada.

Na bacia do Mediterrâneo, a maioria das pescarias é gerida unicamente através de controlos dos «inputs».
