Fiskeriforvaltning

De samlede tilladte fangstmængder (TAC'er) eller fiskerimuligheder er kendt som fangstbegrænsninger (angivet i ton eller antal) og gælder for de største kommercielle fiskebestande. Kommissionen forbereder forslagene, som bygger på videnskabelige oplysninger om bestandenes tilstand fra rådgivende organer, såsom Det Internationale Havundersøgelsesråd (ICES) og Den Videnskabelige, Tekniske og Økonomiske Komité for Fiskeri (STECF). Nogle flerårige planer indeholder regler for fastsættelsen af TAC'er. EU-landenes fiskeriministre i Ministerrådet fastsætter hvert år TAC'er for de fleste bestande (hvert andet år for dybhavsbestande). Hvad angår bestande, som deles og forvaltes i fællesskab med lande uden for EU, aftales TAC'erne med disse lande.

EU-landene deler TAC'erne imellem sig i form af nationale kvoter.   Fordelingen af kvoterne foregår ved, at hvert EU-land får en individuel tildelingsprocent pr. fiskebestand.  Denne faste procentdel er kendt som "relativ stabilitet". EU-landene har lov til indbyrdes at udveksle kvoter med hinanden.

Desuden skal landene følge en række gennemsigtige og objektive kriterier, når de fordeler den nationale kvote mellem fiskerne.  Det er EU-landenes ansvar at sikre, at kvoterne ikke bliver overfisket.  Når alle disponible kvoter af en fiskeart er blevet fanget, skal EU-landet stoppe fiskeriet.

I Middelhavsområdet forvaltes det meste fiskeri udelukkende ved kontrol med input.
