Piemērojot reģionalizācijas principu, ES valstis, kuras ir tieši ieinteresētas pārvaldībā, var iesniegt kopīgus ieteikumus, lai sasniegtu minētā plāna vai pasākuma mērķi. Ieteikumiem jāatbilst kopējās zivsaimniecības politikas mērķiem, pasākuma vai plāna darbības jomai un nolūkam un jābūt vismaz tikpat stingriem kā ES tiesību aktos paredzētajiem pienākumiem. Pirms kopīgo ieteikumu iesniegšanas Komisijā ES valstīm ir jāapspriežas ar attiecīgajām konsultatīvajām padomēm. Ja visi nosacījumi ir ievēroti, Komisija var pieņemt Komisijas aktu, ar ko kopējie ieteikumi iegūst ES tiesību akta spēku un ir piemērojami visiem operatoriem.
