FAME – Fisheries and Aquaculture Monitoring and Evaluation under the European Maritime and Fisheries Fund (EMFF)

The aim of FAME is to foster the development of the Common Monitoring and Evaluation System (CMES) established by Article 107 of the EMFF Regulation. 

Like all the European Structural and Investment Funds, the EMFF adopted a reinforced result-orientation for the period 2014-2020. This includes monitoring of the effectiveness of supported projects in order to demonstrate that the EMFF delivers results that go beyond mere financial consumption.

FAME supports the European Commission and the Member States in building capacity across all components of the CMES. It also ensures that effective and efficient systems are in place to deliver the information required by the Common Provision Regulation (CPR) and the EMFF Regulation.

The FAME support unit was established in 2015 to comply with the following objectives:

  • Assist in monitoring and evaluating the implementation of the EMFF and provide the Commission with regular updates and analysis of the state of play of the implementation of the EMFF.
  • Build capacity across the Member States and in the Commission on evaluation and monitoring methodologies, indicators and good practices.

To achieve these objectives, the FAME support unit produces background papers and working papers on EMFF topics as well as reports and stories illustrating the use of the EMFF. The FAME support unit also provides hands-on support to the EMFF monitoring and evaluation community through tailored workshops, presentations, needs assessments, peer reviews and trainings.

The FAME support unit brings together a network of experts with a wide range of relevant professional experience.  The core team of the FAME support unit is based in Brussels and provides support at EU level and in the Member States.
