Sistem EU za nadzor ribištva

Moderne tehnologije omogočajo EU učinkovit nadzor ribiške flote, boljše podatke o ribištvu in navzkrižno preverjanje podatkov iz različnih virov.

Sistem elektronskega zapisovanja in poročanja

Sistem elektronskega poročanja (ERS) se uporablja za zapisovanje podatkov o ribolovnih dejavnostih (npr.: o ulovu, iztovarjanju, prodaji) in za sporočanje teh podatkov ribiškim organom v državah članicah. Sistem je obvezen za plovila, daljša od 15 m (od 1. januarja 2012 za plovila, daljša od 12 m). Sistem nadomešča ladijske dnevnike, zato ga imenujejo tudi elektronski ladijski dnevnik. Nadomešča tudi potrdila o prodaji.

Sistem spremljanja plovil

Sistem spremljanja plovil (VMS) je satelitski sistem za spremljanje ribiških plovil. Ribiškim organom zagotavlja podatke o njihovem položaju, poti in hitrosti. Sistem je obvezen za plovila EU, daljša od 15 m (od 1. januarja 2012 za plovila, daljša od 12 m). Plovila drugih držav enake velikosti morajo imeti nameščeno delujočo satelitsko sledilno napravo, kadar so v vodah Evropske unije.

Samo z novimi tehnologijami za nadzor plovil je mogoče učinkovito sledenje in nadzor ribiške flote ter učinkovito upravljanje kakovostnih in zanesljivih ribiških podatkov.

Sistem zaznavanja plovil

EU spodbuja tudi rabo sistema za zaznavanje plovil (VDS) – tehnologije, ki s satelitskimi posnetki določi položaj plovil na morju in jih prepozna. Po Uredbi EU 1224/2009 morajo imeti ribiški nadzorni organi tehnično zmogljivost za uporabo sistema za zaznavanje plovil.

Osnovna naloga sistema je identifikacija plovil in določanje njihovega položaja na morju.

Sistem samodejnega prepoznavanja

Sistem samodejnega prepoznavanja (AIS) se uporablja za pomorsko varnost. Plovila lahko z drugimi plovili v bližini in ribiškimi organi elektronsko izmenjujejo podatke o plovilu, njegovem položaju, poti in hitrosti.

Ribiška plovila EU bodo postopno opremili z oddajniki AIS:

  • od 31. maja 2012: plovila, daljša od 24 m,
  • od 31. maja 2013: plovila, daljša od 18 m,
  • od 31. maja 2014: plovila, daljša od 15 m.

Države članice lahko uporabljajo podatke AIS za spremljanje in nadzor plovil.

Kombinirano spremljanje

Moderne tehnologije za nadzor ribištva niso odpravile standardnih načinov nadzora in spremljanja, denimo inšpekcijskih pregledov na morju in na kopnem. Vendar pravilna raba novih tehnologij omogoča ciljno ukrepanje, zmanjšuje stroške in povečuje učinkovitost. Z navzkrižnim preverjanjem podatkov, zbranih z različnimi sistemi, lahko ribiški organi uporabijo strategije nadzora, ki temeljijo na tveganju, in ugotovijo nezakonite dejavnosti, ki jih drugače ne bi opazili. S pametno, pravilno in učinkovito uporabo modernih tehnologij se znatno znižajo skupni stroški nadzora in spremljanja v ribištvu.

European Commission supports FOCUS

The FOCUS (Fisheries Open Source Community Software) community has been established with the purpose to create and maintain free software dedicated to the management, conservation and sustainable use of the fishery resources.

FOCUS Vision is to be the global reference innovative open source solutions for sustainable fisheries management. The community accepts donations of open source initiatives that support this vision. The accepted donations future development will be managed by FOCUS and published under a free open source licence. As FOCUS believes that information sharing is a pillar of the platform needed to perform efficient fisheries management, a strategic partnership with UN/CEFACT has been established to support the FLUX Standard for sustainable fisheries management. In reality the FOCUS suite aims at implementing the FLUX standards.

All deliverables from the FOCUS projects will be made available under an open-source licence and are free to download, change and use. We hope that any beneficiaries of FOCUS also will be giving something back to the community but this is voluntary.

FLUX Transportation Layer and Protocol

The FLUX Transportation Layer (FLUX TL) is a messaging integration system developed to help Member States and third parties exchange fisheries control information among themselves and the Commission in implementing fisheries control.  Similarly, third parties (SFPAs, RFMOs) will need to use FLUX TL to exchange information with EU countries. FLUX TL uses a new standard (UN/CEFACT) that has become the format to exchange electronic fisheries information and data between Member States, Member States and the Commission, or Member States and RFMOs and SFPAs.

The FLUX transportation Protocol is a mechanism describing how to reliably deliver the messages to their destination and without human intervention. It uses state-of-the-art technologies (SOAP Web Services) to guarantee interoperability. The FLUX Protocol is defined in the following two documents:
