Is-sistema tal-UE għall-kontroll tas-sajd

Is-sistema tal-UE għall-kontroll tas-sajd tagħmel użu estensiv minn teknoloġiji moderni biex tiżgura li l-flotot tas-sajd jiġu mmonitorjati u kkontrollati b'mod effettiv. Dawn itejbu l-aċċess għal dejta ta' kwalità tajba dwar is-sajd u jagħmluha possibbli li l-informazzjoni tiġi vverifikata minn sorsi differenti.

Sistema elettronika ta' reġistrazzjoni u rappurtar (ERS)

Is-sistema elettronika ta' rappurtar (ERS) tintuża għar-reġistrazzjoni tad-dejta tal-attivitajiet tas-sajd (eż. kemm inqabad ħut, kemm ħut inħatt l-art, il-bejgħ) u biex din id-dejta tiġi rrappurtata lill-awtoritajiet tas-sajd fl-Istati Membri. Is-sistema hi obbligatorja għall-bastimenti tas-sajd ikbar minn 15 m (mill-1 ta' Jannar 2012 - bastimenti ikbar minn 12 m). Tieħu post il-ġurnali ta' abbord il-qodma u għalhekk ta' spiss hi magħrufa bħala l-ġurnal ta' abbord elettroniku jew "e-logbook". Tieħu post ukoll in-noti tal-bejgħ.

Sistema ta' Monitoraġġ tal-Bastimenti (VMS)

Is-sistema ta' monitoraġġ tal-bastimenti (VMS) hi sistema bbażata fuq is-satellita li tipprovdi regolarment dejta lill-awtoritajiet tas-sajd dwar il-pożizzjoni, ir-rotta u l-veloċità tal-bastimenti. Is-sistema hi obbligatorja għall-bastimenti tas-sajd ikbar minn 15 m (mill-1 ta' Jannar 2012 - bastimenti ikbar minn 12 m). Il-bastimenti li mhumiex tal-UE tal-istess daqs huma obbligati li jkollhom tagħmir ta' traċċar bis-satellita installat kull meta jinstabu fl-ibħra Komunitarji.

It-teknoloġiji ġodda ta' kontroll illum huma kruċjali biex jiżguraw monitoraġġ u kontroll effettiv tal-flottot tas-sajd u ġestjoni simplifikata ta' dejta kwalitattiva u affidabbli dwar is-sajd.

Sistema ta’ Rilevament tal-Bastimenti (VDS)

L-UE qed tinkuraġġixxi wkoll użu usa' tas-Sistema ta’ Rilevament tal-Bastimenti (VDS), teknoloġija bbażata fuq is-satellita (immaġini bis-satellita taż-żoni tal-baħar) li tista' tgħin tillokalizza u tidentifika l-bastimenti tas-sajd fil-baħar. Skont il-leġiżlazzjoni tal-UE (Regolament 1224/2009), l-awtoritajiet tal-kontroll tas-sajd għandu jkollhom il-kapaċità teknika li jużaw il-VDS.

Il-funzjoni bażika tal-VDS hi li tippermetti l-identifikazzjoni tal-bastimenti u tal-pożizzjonijiet tagħhom fil-baħar.

Sistema Awtomatika ta' Identifikazzjoni (AIS)

Is-Sistema Awtomatika ta' Identifikazzjoni (AIS) hi sistema awtonoma u kontinwa ta' identifikazzjoni u monitoraġġ tal-bastimenti użata għas-sikurezza marittima li tippermetti lill-bastimenti jiskambjaw elettronikament ma' bastimenti oħra fil-qrib u ma' awtoritajiet fuq l-art id-dejta ta' identifikazzjoni, il-pożizzjoni, ir-rotta u l-veloċità tal-bastiment.

Bil-mod il-mod il-bastimenti tas-sajd tal-UE se jiġu mgħammra bi trażmitturi AIS:

  • Mill-31 ta' Mejju 2010: il-bastimenti kollha ikbar minn 24 m
  • Mill-31 ta' Mejju 2013: il-bastimenti kollha ikbar minn 18 m
  • Fil-31 ta' Mejju 2014: il-bastimenti kollha ikbar minn 15 m.

L-Istati Membri jistgħu jużaw id-dejta tal-AIS għal raġunijiet ta' monitoraġġ u kontroll.

Monitoraġġ Magħqud/Globali?

It-teknoloġiji moderni għall-kontroll tas-sajd ma jieħdux post il-metodi tradizzjonali ta' kontroll u sorveljanza, bħall-ispezzjonijiet abbord il-bastimenti jew fuq l-art. Madankollu, jekk jintużaw tajjeb, it-teknoloġiji l-ġodda għandhom jgħinu jimmiraw aħjar l-azzjonijiet u għalhekk inaqqsu l-ispejjeż u jżidu l-effettività. Bill-verifika mill-ġdid tad-dejta miġbura permezz tas-sistemi differenti, l-awtoritajiet tas-sajd jistgħu japplikaw strateġiji ta' kontroll ibbażati fuq ir-riskji u jidentifikaw attivitajiet illegali li kieku ma jitilgħux f'wiċċ l-ilma. L-użu għaqli, xieraq u effettiv tat-teknoloġiji moderni jnaqqas b'mod sinifikanti l-ispejjeż totali għall-monitoraġġ u s-sorveljanza tas-sajd.

European Commission supports FOCUS

The FOCUS (Fisheries Open Source Community Software) community has been established with the purpose to create and maintain free software dedicated to the management, conservation and sustainable use of the fishery resources.

FOCUS Vision is to be the global reference innovative open source solutions for sustainable fisheries management. The community accepts donations of open source initiatives that support this vision. The accepted donations future development will be managed by FOCUS and published under a free open source licence. As FOCUS believes that information sharing is a pillar of the platform needed to perform efficient fisheries management, a strategic partnership with UN/CEFACT has been established to support the FLUX Standard for sustainable fisheries management. In reality the FOCUS suite aims at implementing the FLUX standards.

All deliverables from the FOCUS projects will be made available under an open-source licence and are free to download, change and use. We hope that any beneficiaries of FOCUS also will be giving something back to the community but this is voluntary.

FLUX Transportation Layer and Protocol

The FLUX Transportation Layer (FLUX TL) is a messaging integration system developed to help Member States and third parties exchange fisheries control information among themselves and the Commission in implementing fisheries control.  Similarly, third parties (SFPAs, RFMOs) will need to use FLUX TL to exchange information with EU countries. FLUX TL uses a new standard (UN/CEFACT) that has become the format to exchange electronic fisheries information and data between Member States, Member States and the Commission, or Member States and RFMOs and SFPAs.

The FLUX transportation Protocol is a mechanism describing how to reliably deliver the messages to their destination and without human intervention. It uses state-of-the-art technologies (SOAP Web Services) to guarantee interoperability. The FLUX Protocol is defined in the following two documents:
