Supportive framework for more flexible working, so that women are easily able to work and care for their children. Women have to make a choice and are generally not that well supported when trying to come back to work after children. If it is more accepted (possibly forced through EU policy) that women should be able to work part time/flexibly as a right, or take longer out of the work place initially, it would be easier for women to balance both obligations.

Legislative initiative like in the Netherlands on a legal right for homeoffice / tele-working jobs with same payment as on-site jobs. A law like this was established in the Netherlands July 2015. Germany never ever would bring in such a initiative on its own. Only if EU forced our politicans here to accept that payment for work has to be done on the results of work and not about the hours on-site sitting on a chair in an office of the employer then work-life-balance for women was not only a word

Women between ages of 25-40 just in conflict about how to manage work-life-balance and family planning. Their feedback from the basis, and their experiences in studying, work and private life environment has to be collected and used to find out the deeper lying reasons for low maturity rates and loss of well-paid jobs when deciding to get at least one or two children. There are many areas of improvement.

Some moms like to stay home with their kids and not give them into childcare, but governments don't take this into consideration anymore, because only working moms are supported with all the new laws.
Don't forget that the best for kids until the age of 3 is to be with their mom and dad and NOT to be in childcare. Not everything was bad what we did the last couple of hundred years.

I think the EU should stay out of it. The more regulations, the more guidance, the more monitoring there is the more complex it gets and this leads to NO results. It should be kept on a local level with less laws and guidances. The more rules and laws there are the less is achieved. Create a simply tax system that will help everybody and the EU should more often keep itself out.

From my view, one further problem is posed by the increasing number of uncertain short-term employments. Even if a man or a woman have the right to take parental leave or work in part time within a short-term contract, the fear of loosing the job due to this putative "low performance" is high. Thus, some young families with both parents working don't want to risk both jobs and decide that one partner has to work in full activity while the other takes most of the parental work - with all known drawbacks for both parents. This is why many (even well educated) women do not take up high-level-high-risk careers and instead stick to low-level but secure positions. Only if the employment is secured, employees can insist on their rights. And only if both parents insist, things will change. As long as men are still working full time (or even more) because women take care of the kids at the cost of their careers, employers will (understandingly) reward the "high-performing" men with better positions. Hence, a main challenge is to enable and encourage parents to share the parental time, only then employers will no longer have an argument to discriminate against women.

There's no aim how much time partents should spend with their children. It considers only the work women have to do. Helping your own children to grow up is also important for women as a working life.
There is no speech about single mothers and single fathers. You think they have enough chances and possibilities to get well-paid jobs or is it their own misfortune to be a single mother or father.

In Germany many childcare institutes are only a form of place where you can to deliver children instead to take care and to teach our children. There are only 2 or 3 persons for 20 till 25 children in the age 1 to 3. They often get nobody if somebody is ill or has further training or other reasons. Childcare is in Germany a way to bring children away and has somebody who looks after and not more.

It is important to have the free choice to educate the little children at home or give them to an institution. But the employers should offer same chances for employees who take responsibilities for their family and not punish them for being less available.

So far each country has their own regulations, that also depend on the parents' situation (e.g. health insurance, salary). At least in Germany I don't see a leitmotif. There are different types of improvements being initatied that don't aim to the same goal (e.g. Betreuungsgeld - encourages parent or rather mother to stay at home, Elterngeld - encourages parent to stay at home or work a minimum of hours, full day childcare - encourages parent to work full-time).

In your view, is there a need for further EU-level action on measures to address work-life balance challenges?

Yes

In your view, is there a need to improve the EU-level legislative framework in order to address the challenges of work-life balance, for example in relation to maternity leave, parental leave, flexible working arrangements, carers' leave and/or paternity leave?

Yes

Please explain what type of improvements could be considered as regards the current EU legislative framework.

Extension of rights as partially envisaged in the Roadmap, but going beyond that. Greater emphasis and incentives for men sharing equally in the care-giving.

In your view, is there a need for further EU-level policy guidance on measures to address work-life balance challenges?

Yes

In your view, is there a need for strengthened monitoring at EU-level on measures to address work-life balance challenges?

No

In your view, could the EU support further exchanges of good practice among Member States and stakeholders in this area?

Yes

Do you think the EU could develop meaningful benchmarks * in the area of work-life balance policies that could be monitored, for example, through the European Semester process?

* A benchmark can be defined as “a standard or point of reference against which things may be compared or assessed” (Pearsall, 1999: 125).

No

Please indicate which policy areas these benchmarks could cover (choose all that apply)

Please specify

Currently, the EU financially supports Member States in their implementation of work-life balance policies through its funds, notably the European Social Fund and European Regional Development Fund.
Do you find the current funds and their regulations effective in supporting work-life balance?

No

Please explain

While every bit helps, the funding available for these specific priorities is mostly too insignificant to have a real impact.

Do you think that the EU could provide clearer guidance to national/regional/local authorities on how existing EU funds could be used to financially support work-life balance?

Yes

In your view, is there a need for further awareness raising activities on work-life balance policies?

Yes

Who should be in the main target group for any awareness-raising activities? Please select 3 from the list below.

Employers
Employees
General public

Please specify

In your view, how effective would the possible new EU-level measures mentioned below be in addressing work-life balance challenges?

2. Strengthened EU-level policy guidance Not very effective
3. Enhanced monitoring of work-life balance issues at EU-level and public reporting of the findings Effective
