I believe any kind of support MUST be regulated and controlled, otherwise it might be wasted. It should be up to National paying agencies to seek for methods of optimization of control, therefore certain national flexibility should remain.

Agricultural policy should be embedded in a wider food policy. Coherence with other policies is crucial: in particular climate change policy, biodiversity policy. A soil policy is needed.

CAP agrienvironmental payments should increase and be directed to concrete objectives. These objectives can be obtained through target-based (control of targets with freedom of farming practice) or management-based approaches (favouring positive practices). Administrative burden can be reduced a lot but controls need to increase. Greening of pillar 1 should dramatically increase, with clear requirements tailored to different agroecosystems/ regions.
Focus on key aspects to make agriculture sustainable in times of increasing uncertainty. Diversification is key for resilience. Soil management is the key for climate change mitigation and adaptation, and for biodiversity. Mixed integrated farming needs to be promoted for circular systems. Agriculture and food policies need to merge, as the huge challenge of sustainability requires combining production and consumption.

Most farmers are much of a muchness with regard to buying land. This means when a farm opens up the price is driven up. This means their thoughts on Risk are towards more land not opening other business.
The CAP moneys should be deployed to keep all people in the countryside, not just farmers. Any and all small and medium businesses should be supported. Yes 80% will fail, but that number fails naturally. But eventually the investment will pay off. Otherwise it's Iowa or Nebraska for the countryside.

Yes, the CAP needs to go. At the moment it's a social protection for those that really don't need it. Yes, investment by the EU in the countryside is a must but what been going on for the last 50 years is outright insane. Direct payments are not focused on objectives. Income support is not justified expecially if you take the Distribution of the payments into account. Either they should be abolished or better targeted. My proposal would be to demand more public goods from big farms instead just cutting the payment. Farms below 20 ha should be able to opt for a) only income support with an 80% level and b) income support plus public goods (20% of the current Level).
The support for rural development is too burdensome. Just distribute the funds to the region and a Leader kind of group should decide within a given broad what they consider useful to be supported. Das Thema Frauen in der Landwirtschaft sollte auch bei der GAP besser berücksichtigt werden und entsprechende Maßnahmen getroffen werden, vor allem im Bereich der Fortbildungen. So lässt zum Beispiel die Wertschätzung der Tätigkeiten von Frauen in der tierhaltenden Landwirtschaft eher zu Wünschen übrig, auch sind Frauen hier in diversen Gremien unterrepräsentiert. Wenn Organisationen/Vereine/Genossenschaften u.ä.Fördermittel über die GAP beziehen, so sollen in den Vorständen und Aufsichtsräten Frauen auch entsprechend vertreten sein, sofern sie auch in den Mitgliedsbetrieben oder zu betreuenden Betrieben einen höheren Anteil ausmachen und dort mit der täglichen Arbeit beschäftigt sind (als Beispiel kann man heranziehen, dass Frauen auf den Betrieben zwar ca 50% der Stallarbeit übernehmen, sie aber in den zugehörigen Organisationen und Vertretungen deutlich unterrepräsentiert sind.

There is a fundamental flaw in the approach of and vision on agriculture. E.g. In Flanders there almost more pigs then people. Their meat is exported within but also outside the E.U. but the problems (eutrofication, pollution, monocultures,...) are not. On top of that, the sector is not profitable partialy because their is simply to much production. And on top of that, policy is written by the large sector lobbyists organisations and their political allies, who adjust the rules untill they fit the large farmers. (Did you know that a farmer can get European money when he plants potatoes at the edge of a forest in Flanders?!) The policy should be focused on food production for use within the EU but only if the farmer contributes to a better environment. This calls for a different approach for different area's. E.g. Flanders is a densly populated area with little room for nature. The combination of intensive agriculture and nature on such small area is impossible with the current policy. The local inhabitants should and may not be the victim of the export driven agriculture! Policy should strongly support organic farming and agroforestry in densly populated area's and only support intensive export driven farming in large open agricultural area's. Either way, agriculture may never harm people and their living environment, hence farming should always respect biodiversity.

Give a budget per country coupled to specific goals for that country. Let them sort it out how to reach these goals within the given budget.
Look at the effects on the environment and the people. If there is to much pressure from agriculture in a certain area, don't encourage farming there. Don't support farming sectors that are not profitable. Europe and europeans should not pay the cheap food that goes to China, Russia, America... Also incompetent farmers, corrupt farmers, should be excluded from support. Exclude complete countries from support if their legislation is not up to date, if their environmental results are not satisfactory. By giving a fine to a country but supporting the farmers, nothing will change.

To my knowledge, it seems CAP favors large/industrial farms over the more rural small farms. This ends up in a scheme that tend to favor high usage of pesticides against organic small organisations. I would envision a system more fair to small and environment friendly farms.

The main problem is farmers are producing food at below the cost of production and have no say in the price they are paid for their products therefore are over reliant on cap payments which is made worse by over regulated and sometimes unworkable and unfair cap rules which they are penalized for leaving no income. This causes a whole host of problems to the farmers farm and wellbeing including mental health issues like depression anxiety feeling of helplessness and rural isolation. While there are lots of checks to see if the farmers are doing what they are supposed to and that inspectors are doing their job there are none for Rouge inspectors who might be making up lies about the inspection. As there are good and bad in every organization there needs to be some protection for farmers.

The focus on agricultural production in the original remit of DG Agri (understandable in Europe at the time, as concepts of cultural, regulating and supporting ecosystem services came in Millennium Ecosystem Assessment 40 years later). 2. The horrendous lack of integration between DG Agri with other DGs in ways which could have overcome problem 1; in this case DGs Agri, Env, Inno, Regio, Sano should all be working together; this is a problem with EU constitution. 3. The lack of ability of an EU with 28 self-interested parties to change its constitution (2). 4. The failure of EC to reach out to local people across the EU, and hence to electoral constituencies, to educate them to prioritise these necessary changes in EU (and not only in agriculture) without being diverted by pressure of other forces, including industry, narrow interest environment NGOs and, above all, national politics.

As a priority, pay farmers not for process but for results: clean air, clean water, absence of damage to soil, presence of wild biodiversity, maintenance of domestic genetic diversity, crop health, food quality; work with DG Inno, DG Sano, etc to encourage funding for electronic registration/validation of results. As an beekeeper I have only ideas related to beekeeping. Beekeeping sector in EU and across the world is not organized as an industry but more as society of hobbysts. In my opinion there is a huge potential in boosting production of honey and other beekeeping related product. Planting large areas with honey plants is in my opinion first step. By helping in establishing bee farms with 100-150 beehives, souronded with few acres of honey plants each, EU would get a solid base for establishing a serious honey industry instead of playing with bees as a hobby.

The EU subsidises European farms to the tune of 60 billion Euro a year, with little to show for it after many decades except severe market distortions (as must be expected with any subsidy) and countless non-viable farmers and rural areas only still existing because of these subsidies. The better thing to do would be to let the market sort most of agriculture out (except for ensuring food security, food safety, and climate change prevention and mitigation, as well as fostering investment and innovation) so EU farms can become bigger and more technologically advanced (i.e. farm more efficiently) through consolidation and competition, and so more people move into or near to cities (i.e. live more efficiently). There is nothing wrong with letting many rural areas become either full farming areas or nature preserves, in fact this would save considerable resources which could then be better used to promote innovation, technology, digitisation, EU foreign policy, an EU army, EU social solidarity funds and other more worthwhile endeavours than an overly romantic attachment to an imagined past of bucolic rural and farming life. We need to feed soon 9 billion people around the world and save our planet, so we must not waste our resources, but use them as efficiently and rationally as possible.

Es gibt eine große Diskrepanz zwischen Anspruch und Wirklichkeit. Es sollen einerseits die kleinen Betriebe erhalten werden, jedoch durch nimmer umfangreichere Auflagen, insbesondere in Deutschland sind immer mehr kleine Betriebe nicht in der Lage zu überleben. Erschreckend ist, dass Landwirte nicht in der Lage sind, ohne Agrarförderung ausreichend Gewinne zur Betriebsentwicklung (dazu zählen auch regelmäßige Investitionen) zu erzielen. Durchschnittliche betrieb sind nicht in der Lage, den geforderten Auflagen und Regeln einzuhalten, weil diese immer undurchsichtiger und komplizierter werden. Zudem geht ein großteil der Fördergelde in die gesamte Verwaltung des EU Systems und steht somit nicht für politische Steuerungsmechanismen zur Verfügung. Sollte jetzt ein Umverteilung der Agrarförderung von größeren zu kleineren Betrieben erfolgen, so werden die Mitarbeiter in den größeren Betrieben diese mit höheren Leistungen bzw. Lohnverzicht ausgleichen müssen. Sinnvoll wäre es die Agrarförderung auf ha/ Mitarbeiter sowie dann in Verbindung mit Umweltstandards, die auch in der konventionellen Landwirtschaft umzusetzen sind, zu verteilen. Ebenso wird eine Perspektive für den Ausstieg aus diesem System erwartet. Zudem sind die unterschiedlichen Auslegungen in den einzelnen EU Staaten nicht förderlich, bzwe. sogar hinderlich. Wie kann es angehen, dass es in den EU verschiedenen EU Staaten unterschiedliche Auslegungen der Agrarpolitik gibt?
Das komplette System des Greening ist ein für den normalen Landwirten nicht zu verstehendes komplexes Werk, bei dem wir uns in Deutschland noch anhören müssen, dass es keine ökologische Wirkung hat. Diese Fehleinschätzung muß korrigiert werden.

Wir leben im elektronischem Zeitalter, das führt leider dazu, dass jeder m² immer neu kontrolliert und nachgemessen wird. Hier wäre es einfacher, in der Summe aller Flächen den Abgleich zum Vorjahr zu nehmen und so einen Standard festzulegen, der ggf. auf einzelbetriebliche Fehlertoleranzen zulässt. Die Kontrollen müssen einfacher und realistischer werden. Wenn in den Anträgen heute keine Überschneidungen sind, dann bedarf es auch keiner Überprüfung der Flächengrößen mehr.
Die GAP kann ganz einfach dargestellt werden: 5% der Fläche bleiben ökologische Vorrangfläche, sind jedoch nur dann ökologische Vorrangfläche, wenn diese nicht bewirtschaftet werden bzw. mit einer Frucht eingesäät werden, die nicht wirtschaftlich zu nutzen ist (ohne Begrenzung der Breite max/min, ohne Berücksichtigung von Hecken, Bäumen etc.) Dann wird eine flächenbezogenen Direktzahlung an die Landwirte ohne Einschränkung der bewirtschafteten Fläche erfolgen. Es wäre dann erforderlich, die Flächen, die ohen Pflanzenschutz und Düngemittel bewirtschaftet werden mit einem Faktor von z.B. +50% der Durchschnittszahlung zu versehen. Damit wäre eine politisch gewollte Förderung des Ökolandbau gesichert. Ist ebenfalls gewollt, kleine Betrieb mehr zu fördern als große, so könnte man die Agrarförderung an die beschäftigten Mitarbeiter koppeln und somit dem ländlichen Raum auch in Gegenden mit überwiegend Großbetrieben wie in Ostdeutschland fördern. Dann halte ich es zwingend erforderlich die Säule für den ländlichen Raum nicht im Rahmen der gemeinsamen Agrarpoltik zu erwähnen, sondern Als weiteren Ounkt der EU Regionalpolitik, so müssen die Landwirte nicht immer verteidigen, dass sie Mrd von Summen erhalten, die nicht bei ihnen ankommen.

No trust in the farmers' will to improve their ecological footprint. This could improve by using a system where every action has funding. Support the activity, not the person. This would also canalise the money towards those who are entitled to receive it. By supporting farmers in their activities (economical, environmental, social,...) True increasing investment aid for innovation, start-up aid for young farmers, creating good insurance schemes,... The money would be used only for the farmers who have an active/professional farming business.
By maintaining a system where farmers are bound to exact dates we are not trusting on the farmers knowledge in the field. The risks for farmers to be punished on the basis of cross compliance is holding them back in some sectors. The greening measures can be a burden on farm level (to combine with the farming activities) here a system based on a choice menu could help. Farmers that choose certain measures witch fit in their farm are happy to do it right. The administrative burden is very much depending on the level of digitalisation. However, here I would also state that farmers are happy to carry that burden if they choose the measurements that fit on the farm.

Die Politik sieht nur noch neidig auf das Geld welches die Landwirte bekommen. Jede neue Verordnung lässt weitere Betriebe in ganz Europa sterben. Die Angst vor minderheitenvertretenden NGO führt zur Erblindung des marktwirtschaftlichen Augenmerkes. Nur gut ausgestattete landwirtschaftliche Betriebe haben eine Chance auch in Zukunft, die Unwägbarkeiten der volatilen Märkte und idiotischen politischen Entscheidungen zu überstehen.
