Firstly, TEN-T road network is not motorways everywhere. Thus, the main difference in road infrastructure is due to the different characteristics they facilitate. Even in same road character (i.e. National/main roads in different Member States) the safety features are extremely different.

The maintenance of existing roads, since it is Member State's responsibility, is often pure, due to lack of funds. The same is for upgrading of safety features. The design and construction of new roads are according to standards, and are proved to be adequate. Of course road markings, road signs and road equipment are crucial to safety, but are mostly adequately stated. Meaning best practices exist, Member States' practice is adequate, all know what to do. Real time traffic information systems have an added value, but also some problems (i.e. distraction). The safety ranking of roads is crucial for the drivers' awareness about the roads they are driving.

Only a small percentage has been built or upgraded the laast 5 years. Thus they don't incorporate new technologies and latest features.
The infrastructure ranking, the safety inspection and the information provision to travellers would be a valuable tool for mode/route choice. A good starting point would be to evaluate all features of infrastructure in a homogenius way, in order to be comparable between countries.

Due to the travelling between countries within Europe, the drivers shouldn't face different "environment" (meaning the minimum standards should be common). Thus, comparable methodologies are needed. Best practices is the European added value element. Countries should exchange information. Very important in all above is to take into consideration the country's or local parameters (i.e. the rainy environment vs sunny areas, or if somewhere fog has never been experienced and not been expected). This is in order not to overdesign or over-estimate road features.
Open data is an element of our times. Member States should be obliged to publisize their results, reports, etc. especially the ones funded by European funds. This will help the exchange of information and best practise adoptance.

The choice of measures in Sweden are based entirely on persons travelling in cars. The choice of barriers is the most obvious example. While a Cable barrier save lives of persons in cars, they cause severe injuries and fatal accidents among riders every year. Motorcycle Protection System are used in other countries but not Sweden. Hooks and protruding parts are allowed on obstacles on the roads on highways in Sweden. The choice of roadside measures are different. In Sweden a road side barrier is seen as safe for all road users and forgiving road sides are rarely used. Black spot management is usedto improve road safety outside Sweden with good results. In Sweden this is not used. Bleeding asphalt is a huge problem in Sweden. Gravel on paved roads is a major problem om smaller main roads. The methods used to repair roads in Sweden causes serious and fatal motorcycle accidents every year. The lack of warning signs in road repairs is a major problem, on the smaller main roads

Inclusion of the safety of all road users in designing and Constructing the roads, also motorcyclists. Review all existing regulations to include them in all EU-countries. Include safety of all road users when deciding the choice of method to repair and maintain the roads. Support all measures that doesn't impair on the safety of vulnerable road users. Introduce a standard that demands safety for motorcyclists in choice of barriers EN1317-8, i e include motorcyclists in the test method. The new standard must be used in the TENT-network and in black spots. Introduce demand for non slippery road marking. Introdude demands for friction tests on new asphalt, after road maintenance, especially on the TENT-roads. Introduce a demand for a safety and/or recovery zone where no obstacles can be placed, like for example barrieres. Introduce a demand for using forgiving roadsides instead of barriers. Introduce a demand to review the existing road Equipment and the impact the barrier had on the outcome of the accident when a fatal occurs and kills a road user. For example a barrier. 70 motorcyclists have been killed in collisions with barriers in Sweden. Not one meter have been changed or improved with MPS after the accidents. Introduce a demand to Review a road and the existing road Equipment when several severe accidents occur. There is a short part on a TENT-road (E6) where 4 riders have been killed in less than a year + several severe barrier accidents. No investigation has started about how to improve the road, the road design etc. Introduce training for people working with road design, Construction, maintenance, repair, which includes vulnerable road users and how their safety can be increased. Include cooperation with the vulnerable road users, such as our organisation SMC.

If one compares the motorway infrastructure of Spain with that of the UK or The Netherlands it is very different. In Spain, hard shoulders are narrower and less frequent. There also fewer safety features such as variable speed limits, cats-eyes and rumble strips. In the UK one often ahas rumble strips for when leaving the lane.

Another problem is language. Sometimes warning signs are not comprehensible to persons not familiar to that language. I think there needs to be a more standardised road sign system that is independent of language (picture based, but not colour dependent).

Zu Planung und Bau neuer Straßen: Bei neuen Straßen sind die vorhandenen Richtlinien konsequent anzuwenden. Zudem ist das Planungsaudit (safety audit) in allen Phasen der Planung anzuwenden. Zu Instandhaltung und Instandsetzung bestehender Straßen: Vor allem Maßnahmen zur Erhöhung der Fahrbahngriffigkeit tragen zur Erhöhung der Verkehrssicherheit bei. Zu Verbesserung der Sicherheitsmerkmale bestehender Straßen: Nicht nur bei Neu, Aus- und Umbau, sondern auch im Bestand sind die heutigen Richtlinien anzuwenden. Dies gilt v.a. im Hinblick auf die Entfernung von Hindernissen im Seitenraum im Sinne fehlerverzeihender Straßen. Alternativ zur Entfernung der Hindernisse kann die Anbringung von Schutzeinrichtungen an existierenden Straßen zur deutlichen Erhöhung der Sicherheit beitragen. Zu Qualität der straßenseitigen Sicherheitseinrichtungen: Road equipment sollte crash-friendly sein auch für Motorradfahrer, z.B. Unterfahrschutz bei Schutzplanken, Verkehrszeichenpfosten aus Kunststoff anstatt aus Stahl. Zu Erkennbarkeit von Fahrbahnmarkierungen auf der Fahrbahn: Insbesondere die Erkennbarkeit der Straßenmarkierung bei Nacht und Nässe ist zu verbessern. Eine regelmäßige Erneuerung der Markierung ist erforderlich. Die Sichtbarkeit von Verkehrszeichen insbes. auch nachts ist regelmäßig (mindestens alle 4 Jahre) vor Ort zu überprüfen. Defizite sind zu beheben durch Schilderaustausch. Zu Schutz der stärker gefährdeten Verkehrsteilnehmer : Außerorts sind insbes. entlang stark belasteter Landstraßen weitere straßenbegleitende Radweg erforderlich. Innerorts sind sichere Radverbindungen (Radwege, Schutz- oder Radfahrstreifen) notwendig. Hier spielen vor allem die Sichtbeziehungen an Knotenpunkten eine wichtige Rolle. Zu Bereitstellung von Echtzeit-Verkehrsinformationsdiensten: Vor allem Gefahrenwarnungen sollten zielgerichteter an den Autofahrer gelangen. Derzeit geschieht dies v.a. immer noch großteils über Rundfunk. Wichtig dabei ist die schnelle Detektion der Gefahr, z.B. schnelle Erkennung von Falschfahrern auf Autobahn und eine schnelle Übermittlung möglichst nur an den betroffenen Personenkreis.

The Norwegian Public Road Administration do measure road infrastructure quality very carefully and have different seasonal measures due to actual season. Many tunnels are being upgraded during these years due to necessary EU-standards. NPRA do carefully monitor every fatal accident with thorough reports. NMCU participating in a special task force with NPRA to investigating motorcycle accidents. Road barriers for motorcycles are improving and is a part of the National Vision Zero activities. Road maintenance on regional and local roads are acceptable in some regions, but suffers a lot in other regions. The asphalt quality suffers some places, scheduled for upgrades in coming years. All Norwegian motorcycles are able to report road traps to NPRA and NMCU, and actions are set in just hours or days to prevent possible accidents.

Tunnels on main roads are being upgraded these days/years due to EU-standards. Tunnels outside urban areas and on narrow mountain roads suffers a lot. Subdued light or no lights at all is a real danger in those tunnels. Helix tunnels do also need an upgrade due ti light conditions. All NEW tunnels do have the best standards available. Sub sea tunnels are very steep and large vehicles do often catch fire because of overheated brakes. Especially foreign vehicles with poor maintenance catch on fire in those tunnels.

Die Straßeninfrastruktur darf nicht nur an die Sicherheit für PKW und LKW orientiert sein, zu Lasten schwächerer Verkehrsteilnehmer wie Motorradfahrer. Durch die Ausführung der Infrastruktur dürfen keine zusätzlichen Gefährdungen für schwächere Verkehrsteilnehmer (wie motorisierte Zweiradfahrer) entstehen. Leitplanken schützen Autos. Ungeschützte Leitplankenpfosten töten Motorradfahrer. Daher keine Rückhaltesysteme für die Straße deren Ausführung schwächere Verkehrsteilnehmer zusätzlich gefährdet! (besser Leitplanken mit Unterfahrschutz oder glatte Betonflächen) Möglichst wenig Hindernisse (z.B. Starre Pfosten, Verkehrsschilder, ...) am Rand der Straßen, die schwächere Verkehrsteilnehmer zusätzlich gefährden. Löcher in Straßen kann man sehen. Reibwertunterschiede (z.B. Bitumen) kann man nicht sehen. Es muss Mindestanforderungen für den Reibwert vom Straßenbelag geben, auch für Reparaturstellen etc.

Meines Wissens gibt es derzeit keine anerkannten Standards für das autonome Fahren. Folglich ist es gar nicht möglich, die Infrastruktur dahingehend vorbereitet zu haben. Zudem stellt sich die Frage, ob es überhaupt sinnvoll und notwendig ist in die Infrastruktur große Summen zu investieren. Denn die technischen Entwicklungen sind in der Regel viel schneller als die Umsetzung in den Verwaltunegn. Daher sollte das autonome Fahren in der Lage sein, weitestgehend mit der vorhanden Infrastruktur auszukommen.
Verkehrssicherheit ist maßgebend durch die Nutzer bestimmt. D.h. es sollte eine Verhaltsänderung zu mehr Regelkonformität bewirkt werden. Es muss wieder schick und wichtig werden, sich im Straßenverkehr korrekt zu verhalten. Dies ist sicher ein langwieriger Prozess, der aber am Ende erfolgreich sein kann. Die EU sollte Ziele formulieren und Rahmenbedingungen schaffen, diese Ziele zu erreichen. Für die Zielerreichung ist ein zentrales Controlling erforderlich. Es gibt m.E. gute Beispiele hierzu z.B. in Australien und Kanada. Ich finde es wichtig neben den Mindestanforderungen an Sicherheit auch einen regelmäßigen Erfahrungsaustausch durchzuführen. Für die Kommunikation ist sicherlich eine offene Wissensplattform hilfreich. Für die Kommunen gibt es in Deutschland bislang keine übergeordnete Institution, die sich um das Thema Infrastruktur kümmert oder den Austausch ermöglicht und Aktivitäten bündelt. Der Städtetag ist Lobbyist und die Bundesanstalt für Straßenwesen nicht zuständig. Die FGSV als Regelwerksbeauftragte ist aus kommunaler Sicht nicht ausreichend mit einem Arbeitsauftrag und den verbundenen Ressourcen versehen. Daher ist gerade im kommunalen Sektor erhebliches Verbesserungspotential gegeben. Denn heute sind nur wenige engagiert und es werden wegen Personalkürzung und Aufgabenverdichtung, verbunden mit Finanzkürzungen immer weniger Kollegen, die mitarbeiten.

I consider visibility of road marking to be the most efficient (value/money) solution to improve road safety. That is not too much of a concern on the motorways but good road marking could significantly improve comfort (hence safety) of the drivers on regional and local roads. It should be obligatory that a minimum performance level of road marking is maintained at all time on all roads accross EU. Road marking should also be a part of road asset management systems so that the road authorities know the actual state of the marking. Also separation of various types of traffic (cars / pedestrians / cyclists) using dedicated lines physically separated from each other coud significantly improve safety of traffic.

Some European standards should be set concerning the presence and quality of pedestrian and bicycle infrastructure. A common approach in Poland is either ignoring the existence of the non-motorized or assuming that anything called a sidewalk/bicycle path will do the job, even if it is completely dysfunctional and more dangerous than the lack of any such infrastructure (for example by forcing the cyclist to repeatedly cross the road by the cycle path switching sides). Hence both presence and *quality* of pedestrian and cycling infrastructure should be taken into account at the planning, designing and audit stages. Seemingly safe solutions which are too difficult to use (e.g. forcing the pedestrian to climb a large number of stairs, squeezing two-way cycle traffic into a too narrow path with sharp turns) may also result in dangerous situations by provoking the users to use parts of the road not intended for them. Key aspects of quality to be taken into account should be: continuity (e.g. cycle paths not starting and disappearing on one side of the road, forcing the cyclist to cross it once to get onto the path and cross it again to get off it, increasing the chance of collision), comfort of use (suitable width, lack of stairs if at all possible, minimum changes of altitude, minimum increase of distance to be covered to get from point A to B).

World urban population has grown rapidly, with a proportion that is expected to increase up to 70% by 2050. Recent survey highlighted that fully automated driving will reach a 50% market share between now and 2050 and people who live in congested cities found automated driving technology more important than those who live in a non-urban environment. The above scenario indicates that in non-urban areas there will be almost 30% of the world population less concerned about new automated vehicles and two different driving environments. Even if transitional issues have been approached by the European Commission through same H2020 calls, automated cars seem far to be able to run in every rural road under any weather conditions (e.g. navigate in snow-covered rural areas) before 2035: Costs and times of infrastructure (both physical and digital) updating will vary in each Member State and in each region; even when affordable satellite systems will be developed, their wide application will take decades, so people living in rural areas will not have any stimulus to spend more money for automated cars without any actual benefit There is therefore a risk of a new “automotive digital divide” with relevant impact on automotive market, socio economic aspect and road safety through differences in driving behaviour and skills between people living in urban and rural areas. In fact, it is renown that automated driving systems may lead to problems of inattention, reduced situational awareness and manual skill degradation, thus compromising the safety of manual control, when needed . People driving from cities in rural areas with an automated car will drive in an environment asking more tasks and skills than usual with increased safety risks. On the other hand, people driving from rural areas in cities with less automated (respect to the city ones) cars will deal to an environment where their usual way of driving could be dangerous, too; moreover, since they cannot benefit of several advantages of automated driving such as running by four lanes in three lanes roads or maximizing the density in parking areas, their presence will be a real obstacle to the urban traffic. The future market trend (selling more cheap cars or pushing anyway automated ones?) is neither known nor predictable at the present: there is a need of data, models and plans targeted to prevent and/or mitigate the new envisaged digital divide • Defining a realistic 2050 scenario(s) for development of physical and digital road infrastructures • Investigating the issues related to the two different rural and urban environments The envisaged problem is at regional scale and the countermeasures should be taken by the regional governments, thus the participation of Regions should be encouraged.

The ECOROADS consortium of undertook to carry out the ECOROADS project (wwwecoroadsproject.eu). The ECOROADS consortium was consisted by the following participants: -Forum Des Laboratoires Nationaux Europeens De Recherche Routiere , Belgium -European Transport Safety Council, Belgium -European Association with tolled motorways, bridges and tunnels, France -South East Europe Transport Observatory, Serbia -The European Union Road Federation, 6 Place Stéphanie, 1050,Brussels, Belgium -Italian Association of Road Safety Professionals, Italy together with their third parties and associates. The project -that terminated on 31 May 2017-, analyzed the two Directives 2004/54/EC and Directive 2008/96/CE. It provided indications about how to improve the two Directives 2004/54/EC and Directive 2008/96/CE, without jeopardizing but complementing the usual safety management operations in both tunnels and open roads, being focused on the transition areas connecting tunnels and open roads. The proposed indications are the result of - detailed scrutiny of previous studies (carried out by EC), - direct inputs from the road and tunnels managers, and - analyses from experts and academia. - The findings were applied in 5 joint safety operations on different field tests in Europe, having both tunnels and open roads. The agreed indications were achieved after years of extensive consultations among several major stakeholders in Europe (started since 2012 and continued up to the end of ECOROADS on May 2017). These indications represent the best realistic safety approach addressing the specificities of the two areas (open roads and tunnels) taking into account their different needs and represent the positions of a large number of stakeholders involved We sincerely hope that the ECOROADS results will be taken into adequate consideration by the European policy makers.

ADAS systems need good all-round visibility of the infrastructure. As current machine vision relies on the same criteria as human eye vision, the need for well maintained performance is high. Additionally, upgrading will be required to assist the new vehicle technologies and higher levels of automation and connectivity (e.g. infrared readable and wireless connections).
Work zone safety requires a high performance temporary road infrastructure. Harmonization across Europe is essential.

3M welcomes the recent Valleta Declaration on Road Safety and all the Commission’s efforts around this important topic. We therefore support the Commission’s work in revising the two directives focusing on the road safety from the road infrastructure perspective: Directive 2008/96/EC on road infrastructure safety management and Directive 2004/54/EC on minimum safety requirements for road tunnels in the trans-European road network. 3M’s position can be summarized in the following points: We believe high quality road infrastructure is of particular importance when it comes to road safety. We highly recommend the Commission to prescribe minimum visibility requirements based on the existing EN standards. Tunnels Directive should focus more on preventive measures, and not only post-accident measures. For example, plan regular safety inspections and check if there is a need for retrofitting. Adequate road maintenance budget should be allocated by the MS and through the EU funding. CEF budget could be for example allocated to safety upgrades and maintenance of the existing roads. High quality infrastructure and visibility could eventually lead to less maintenance and less work zones. However, when maintenance is needed and work zones cannot be avoided, there needs to be more stress on the safety features. Safer work zones should therefore be considered in both directives, for better protection of workers as well as road users. Particularly work zones in tunnels represent the highest risk which could be avoided by durable high performance marking, signing and roads delineation (self-explaining and forgiving road infrastructure). Connected vehicles and autonomous driving should be considered when discussing the road safety. The current road infrastructure will need to be upgraded in order to enable safe driving for the future autonomous vehicles, as well as to enable for the connected car. Road infrastructure of the future will need to provide both for the machine visibility and visibility to the human eye, considering having a mixture of different technology levels when it comes to vehicles. We believe both directives offer an opportunity to reinforce the Commission’s green public procurement (GPP) strategy. Beside life-cycle costing, GPP also considers durable materials. This would eventually lead to better value and lesser need for maintenance, as mentioned above. GPP and infrastructure could contribute further to the low carbon transport system. Moving towards a low carbon transport system, there are opportunities for the infrastructure to play a role in reducing its carbon footprint through using ‘greener’ and more durable products. Besides providing a better solution for the environment, this would ultimately lead as well to less public expenditures per year.

Firstly, TEN-T road network is not motorways everywhere. Thus, the main difference in road infrastructure is due to the different characteristics they facilitate. Even in same road character (i.e. National/main roads in different Member States) the safety features are extremely different.

All new built tunnels are according to the standards, and the old ones are beeing upgraded (at a relatively acceptable pace).

The maintenance of existing roads, since it is Member State's responsibility, is often pure, due to lack of funds. The same is for upgrading of safety features. The design and construction of new roads are according to standards, and are proved to be adequate. Of course road markings, road signs and road equipment are crucial to safety, but are mostly adequately stated. Meaning best practices exist, Member States' practice is adequate, all know what to do. Real time traffic information systems have an added value, but also some problems (i.e. distraction). The safety ranking of roads is crucial for the drivers' awareness about the roads they are driving.

Only a small percentage has been built or upgraded the laast 5 years. Thus they don't incorporate new technologies and latest features.

The infrastructure ranking, the safety inspection and the information provision to travellers would be a valuable tool for mode/route choice. A good starting point would be to evaluate all features of infrastructure in a homogenius way, in order to be comparable between countries.

Due to the travelling between countries within Europe, the drivers shouldn't face different "environment" (meaning the minimum standards should be common). Thus, comparable methodologies are needed. Best practices is the European added value element. Countries should exchange information. Very important in all above is to take into consideration the country's or local parameters (i.e. the rainy environment vs sunny areas, or if somewhere fog has never been experienced and not been expected). This is in order not to overdesign or over-estimate road features.

Open data is an element of our times. Member States should be obliged to publisize their results, reports, etc. especially the ones funded by European funds. This will help the exchange of information and best practise adoptance.
