Migrant populations below EU 2020 target for tertiary education

An important dimension of migrant integration into host societies is the level of educational attainment. The latest available data shed light on the situation of the migrant population aged 30 to 34 across the EU and their achievement against the Europe 2020 education headline target that at least 40% of 30-34-year-olds should have completed tertiary education. 

In 2019, persons born in another EU Member State and those born outside the EU were still below the overall Europe 2020 target, i.e. 38.0% of those aged 30-34 born in another EU Member State had completed tertiary education, while the equivalent share among persons born outside the EU was 34.2%. Only the native-born population crossed the EU threshold with 41.3%.

Among the Member States for which data are available for 2019, Denmark’s migrant population aged 30-34 born in another EU Member State had the highest share of completed tertiary education (68.5%) in 2019, followed by Sweden (64.7%), Luxembourg (63.8%) and Malta (63.7%). For persons the same age group who were born outside the EU, 73.6% had a tertiary level of education in Estonia, followed by Ireland (71.1%), Luxembourg (61.4%) and Poland (59.7%).

At the other end of the scale, in Italy, 12.6% of persons aged between 30-34 born in another EU Member State had a tertiary level of education, followed by Greece (22.9%). Italy (14.5%) and Greece (15.2%) reported also the lowest shares of non-EU-born population with a tertiary level of educational attainment.

For the native-born population, the highest share of those aged 30-34 with tertiary education was observed in Cyprus (66.2%), and the lowest share in Romania (25.8%).
