Following a significant revision of Dutch data by the Dutch Statistical Office, this news item has been updated on 31 March 2021.

A slight recovery in rail passenger transport was observed in the third quarter of 2020, although the numbers of rail passengers compared with the same quarter of 2019 were still well down in a vast majority of EU Member States with available data.

To prevent the spread of the COVID-19 pandemic, countries in Europe have taken a variety of restrictive measures, which have significantly affected all travel, including rail transport. While numbers of passengers in the first quarter of 2020 showed the first impact of these restrictions, the impact was even starker in the second quarter when the number of rail passengers at least halved in a vast majority of EU Member States with available data.

In the third quarter of 2020, the largest decrease in the number of rail passengers was observed in Ireland (-73% compared with the third quarter of 2019, -9.3 million passengers), followed by the Netherlands (-55%, -50.9 million passengers), Italy (-48%, -96.7 million passengers), Spain (-44%, -61.8 million passengers), Sweden (-42%, -26.5 million passengers), Luxembourg (-42%, -2.4 million passengers), Greece (-41%, -2.1 million passengers) and Portugal (-40%, -18.6 million passengers).

When also considering the length of passenger journeys, the decreases compared with the third quarter of 2019 were generally slightly higher than decreases measured in numbers of passengers. In the third quarter of 2020, the decrease in passenger-kilometres was largest in Ireland (-73%), followed by Spain (-59%), the Netherlands (-55%), Portugal (-51%), Italy (-50%) and Sweden (-48%).
