The United Nations Statistical Commission (UNSC), at its 47th session in 2016, decided to establish an international Expert Group on Refugee and Internally Displaced Persons Statistics (EGRIS) comprised of participants drawn from national authorities and international statistical organizations as well as other technical experts.
This decision was based on a joint proposal by Statistics Norway, Eurostat, the Turkish Statistical Institute (TURKSTAT) and the Office of the United Nations High Commissioner for Refugees (UNHCR).
The Expert Group is expected to develop a set of international recommendations for refugee statistics and to develop a refugee statistics compiler manual with operational instructions.
The Commission also requested that the Expert Group include statistics on internally displaced persons in its future scope of work.
The Terms of Reference of the Expert Group were approved by the Bureau of the UNSC.
The first meeting of the EGRIS has taken place in Copenhagen on 7-8 November 2016.
The second meeting of the EGRIS was hosted by Statistics Norway in Oslo on 25-27 April 2017.
The third meeting of the EGRIS will take place in Ankara on 12-14 February 2019.
The goal of the meeting is to develop a Compilers Manual for use in national statistics offices and other relevant national authorities by those compiling official statistics on refugees and internally displaced persons (IDPs) in compliance with international recommendations.
