Overview

Despite the crisis, Poland has continuously reduced the number of people living at risk of poverty or social exclusion since 2008 and in 2016 exceeded its target for a fourth consecutive year. In 2017, the country met its tertiary education target for the first time. Only 5.0 % of the population aged 18 to 24 left school early in 2017, which is the third best result in the EU but still above the national target of 4.5 %. In addition, Poland was just 0.1 percentage points below its employment target the same year. The country performed slightly better than the EU in terms of R&D expenditure with a distance of 0.7 percentage points to its 2020 target. In 2016, the country continued to meet its goal on primary energy consumption. Despite the improvements since 2008, in 2016 Poland was still some distance away from its renewable energy target. Although Poland increased its GHG emissions in non-ETS sectors by 7.1 % between 1990 and 2016, it remained within its target of limiting the increase to 14 % by 2020.

As a main objective, the strategy strives to deliver high levels of employment, productivity and social cohesion in the Member States, while reducing the impact on the natural environment.
