The production of data on homelessness and housing deprivation in the European Union: survey and proposals

Homelessness and housing deprivation is perhaps the most extreme example of poverty and social exclusion in society today, both as a symptom and as a cause. However so far there are few official statistics on homelessness and housing deprivation, and these are rarely comparable between countries. This report highlights the various obstacles to a pan-European comparison, discusses the definition(s) of homelessness and housing deprivation and reviews systems for data collection, supporting the analysis with extensive appendices. It concludes with a series of concrete proposals. The report is considered to make an important contribution to the progress of efforts to gauge the scale and extent of homelessness and housing deprivation in a European context.
