The task of this action is to support the establishment of the Integrated Statistical System within the ESS as outlined in the Communication from the Commission to the European Parliament and the Council on the production method of EU statistics: a vision for the next decade, COM(2009) 404.

The base for an integrated model is an enterprise architecture for the ESS, which guides the standardisation activities. Standardisation is the driving process and standards are building stones for an integrated system. The growing importance of standardisation is also reflected in the formulation of different groups at European level to clarify and lay down the framework of the topic. The ESSnet on Standardisation can essentially be considered as another milestone in the process started in October 2010 with the Workshop on Standardisation and was carried on by ESSnet on Preparation for Standardisation (Stand-Prep), the Sponsorship on Standardisation and the SGA-1 of the ESSnet on Standardisation.

The second SGA of the ESSnet on Standardisation mainly concentrates on the process of the standardisation at ESS level as this issue is of high importance concerning organisational issues of standardisation.

A strategy of this action is to further develop the deliverables of SGA-1 in order to compile adequate input for the ESS for its standardisation tasks.

The breakdown of this action is similar to the breakdown of SGA-1 in order to ensure smooth transition between the SGAs of the ESSnet on Standardisation and to support the continuation of work from SGA-1 into SGA-2, where needed.

The ESSnet partners for each Work Package are set according to the participation in previous standardisation actions and the involvement in the SGA-1 Work Packages. This ensures that partners are involved in actions in which they have the deepest knowledge. At the distribution of ESSnet partners between Work Packages, the requested human resources were also taken into consideration. The actual resources should be approximately equal among partners and adjusted according to resources available.

 

Work Package 1 – Inventory of normative documents and conceptual development

Further development based on the inventory items made available by the SGA-1 might be needed. SGA-1 ends with the validation of the inventory. Based on the feedback and the final results of the work in SGA-1, the inventory might need to be extended by other normative documents not yet described and also the template used for the assessment might need further refinement.

Management aspects of the inventory also need to be settled. Different concepts used for standardisation activity at ESS level should be clarified to assure that all stakeholders speak the same language.

 

Work Package 2 – Standardisation process

The Sponsorship on Standardisation provided the framework for the standardisation process and the SGA-1 action of the ESSnet on Standardisation had an insight into the process by case studies and focused analyses. Based on these two inputs, Work Package 2 will analyze the whole standardisation process in detail and specify all the elements in the process. The standardisation process will be tested by the involvement of new cases, that are decided in close collaboration with DIME and Eurostat.

 

Work Package 3 – Cost-benefit assessment

The SGA-2 action also aims at further developing the cost-benefit assessment approach used for standardisation activities. The aim of this work is to prove the usability of the cost-benefit assessment in standardisation and to make final recommendation on the final cost-benefit assessment model, including a proposal on the scoring mechanism.

 

Work Package 4 – Communication and dissemination towards the ESS

Communication activity is a key area in the work of ESSnet on Standardisation. Apart from the “traditional” ways of communication of ESSnet deliverables, special attention will be given to the communication of the architectural framework for standardisation in the ESS and to the clear, attractive presentation of the information on the topic of ESS standardisation as a whole.

For communication and coordination tasks of the ESSnet on Standardisation, close cooperation with the DIME is foreseen as DIME has taken the role of harmonizing the activites at ESS level concerning standardisation, in which the ESSnet on Standardisation plays a crucial role.

Due to financial contrains, the kick-off meeting of SGA-2 will be organized as a back-to-back meeting with the final meeting of the SGA-1 action in Riga.

At the Paris progress meeting of the ESSnet on Standardisation in October 2013, ESSnet partners drew the map for the final deliverables of the SGA-1 action and also planned the deliverables for SGA-2. During the discussions, the possible connections between the final deliverables of SGA-1 and the plans for SGA-2 were in focus. While the final deliverables of SGA-1 are standalone deliverables on their own, – based on the call for proposal and the roadmap drawn by ESSnet partners – many points of possible connections between SGA-1 and SGA-2 actions were identified. In order to ensure the consistency and this continuation of work – and also for budgetary reasons – a back-to-back meeting in Riga is planned for the two SGA actions.

In general, SGA-1 provides many project deliverables that define the framework of what is to be further specified in SGA-2 and implemented in practice (such as the principles for the development of the inventory for normative documents) and also provides practical insight into ongoing normative document developments that will be used in the Work Package 2 of SGA-2 (connection between Work Package 2 and 3 of SGA-1 and Work Package 2 of SGA-2).
