Target Group

Staff of National Statistical Institutes (NSIs) and Other National Authorities (ONAs) producing Official Statistics interested in concepts  related to quality in Official  statistics.

Entry Qualifications

  • Sound command of English. Participants should be able to make short interventions and to actively participate in discussions
  • Knowledge of basic quality issues and statistics production

Objective(s)

  • The course will enhance participants' knowledge of quality concepts, European Statistical System (ESS) quality criteria, the ESS Common Quality Framework, quality management models,, and how to apply methods to monitor, assess, communicate and improve quality of official statistics.

Contents

  • Definition of quality in statistics, ESS Quality dimensions
  • Quality frameworks for official statistics (UN NQAF, ESS Common quality framework)
  • Quality management models (TQM, EFQM, ISO…)
  • Relevance and users
  • Process quality: statistical processes, GSBPM, quality control system 
  • Product quality: accuracy and error model for surveys and administrative data
  • Quality for multisource statistics
  • Quality indicators
  • Quality reporting in the ESS

Methods for quality assessment (self-assessment, audits)

Expected Outcome

Participants will be aware of main concepts related to quality management in official statistics.
