Target Group

  • Project managers from ESS Member States, with practical experience or some theoretical knowledge about project management.
  • Staff involved in ESS projects are particularly encouraged to attend

Entry Qualifications

  • Sound command of English. Participants should be able to make short interventions and to actively participate in discussions.
  • First experience in project management.

Objective(s)

The purpose of this course is to increase cooperation in the ESS with a common understanding of the PM² methodology. It will equip the participants with the competences required to be effective when managing projects. They will also learn about the essential concepts and challenges related to project management.

More specifically, this course will enable to:

  • Explain the value of project management
  • Present the PM² methodology essentials
  • Develop a common vocabulary and understanding in the ESS regarding project management
  • Understand the project organisation, governance and lifecycle
  • Develop essential skills for managing projects effectively
  • Improve the effectiveness and quality of cooperation in the ESS with a common understanding of the PM² methodology. 

Contents

Each session of this course will include practical exercises and make use of case studies/ examples relevant to the European Statistical System.

The main topics covered are:

  • What is a project? Why do we need project management? 
  • Difference between project, programme and portfolios
  • Why project fail?
  • Value of project management
  • Project management in the European Commission and the ESS
  • PM² methodology: history, vision, purpose and main features
  • Ethics of managing projects and PM² Mindsets
  • Agile project management principles
  • The Project organisation and governance
  • Documenting roles and responsibilities: RAM matrix and RASCI table
  • Project lifecycle: initiating, planning, executing, closing, monitor and control
  • Ideal skillset of the Project Manager
  • Impact and sustainability of projects
  • Continuous improvement and quality
 

Expected Outcome

The participants are expected to have:

  • Developed a good understanding of the importance and relevance of Project Management in the European Commission and the ESS
  • Become familiar with PM² and understand the PM² mindsets (please note the course does not grant a PM² certification)
  • Acquired a good knowledge of the project organisation, governance and lifecycle
  • Obtained knowledge on the methodology and vocabulary used
  • Improved ability to organise work better (save time and resources)
  • Improved their Project Management skillset
  • Improved their knowledge on the capitalisation of project results: sustainability
  • Understood the meaning and implications of agile project management
  • Acquired the ability to promote project management skills in their organization
  • Increased the effectiveness and quality of cooperation in the ESS

Required Preparation

Each participant will prepare in advance a short case study about a project with a focus on difficulties encountered (no more than 10 minutes presentation).

Case studies presented should focus as far as possible on the ESS Vision 2020 pool of projects
