Target Group

Statisticians who will work (or are working) on education statistics in UOE data collection.

Entry Qualifications

  • Good knowledge of the national education system
  • Sound command of English. Participants should be able to make short interventions and to actively participate in discussions

Objective(s)

Definitions, concepts and classifications used in UOE data collection (students enrolled, entrants, graduates, personnel, foreign  language learning, leraning mobility and education expenditure) in order to respect the European legal framework for education statistics

General issues of the financial data such as concepts, scope and types of transactions including improving education expenditure data and reconciliation exercise with national accounts.

  • Definitions and concepts used in UOE data collection :

Students enrolled, entrants, graduates, personnel, foreign  language learning, leraning mobility and education expenditure

  • European legal framework for education statistics
  • Classifications (ISCED2011, ISCED –F 2013)
  • Quality issues
  • Data collection instruments (UOE questionnaires)
  • Data validation rules
  • Quality reports, metadata and ISCED mapping
  • Guidance on reporting of distance learning
  • Special focus on education expenditure data: concepts, scope and types of transactions; new developments (including improving education expenditure data and reconciliation exercise with national accounts).

Expected Outcome

The participants will have acquired the concepts of the UOE manual (data coverage, ISCED classification ...); will have reviewed the content of the UOE questionnaires, the validation rules as well as the quality report (statistical estimates).

Participants will have acquired the concepts of financial data, the scope and types of transactions. The FIN questionnaire will be illustrated using the example of data from a country in order to allow the participant to understand its content, how to introduce the reconciliation exercise of UOE statistics and national accounts and also how to codify the budgetary data with the final objective to ensure the sustainability of the questionnaire (from years to years).
