3.1. Data description

The dispersion of regional GDP (at NUTS level 2 and 3) is measured by the sum of the absolute differences between regional and national GDP per inhabitant, weighted with the share of population and expressed in percent of the national GDP per inhabitant. The indicator is calculated from regional GDP figures based on the European System of Accounts (ESA95).

3.2. Classification system

For all classifications, see ESA95 Annex IV or refer to the RAMON classification server for more details: http://europa.eu.int/comm/eurostat/ramon .

3.3. Coverage - sector

Regional Accounts are not available by all institutional sectors. There are only partial accounts for sector S.14.

3.4. Statistical concepts and definitions

GDP per inhabitant, for which the dispersion indicator at NUTS level 2 and 3 is calculated, is compiled according to the European System of Accounts (ESA95). GDP data are expressed in purchasing power standards (PPS).

For a given country the dispersion D of regional GDP of the level 2 and 3 regions is defined as the sum of the absolute differences between regional and national GDP per inhabitant, weighted with the regional share of population and expressed in percent of the national GDP per inhabitant:

D  = 100  ¦ (yi - Y) ¦  (pi / P)

In the above equation

  • yi is the regional GDP per inhabitant of region i
  • Y is the national average GDP per inhabitant.
  • pi is the population of the region i
  • P is the population of the country
  • n is the number of regions of the country

The value of the dispersion of GDP per inhabitant is zero, if the values of regional GDP are identical in all regions of the country or economic area (such as EU-27 or Eurozone), and it will show, ceteris paribus, an increase, if the differences between the values of regional GDP per inhabitant among regions are rising.

GDP dispersion figures published on the Eurostat website are based on GDP per inhabitant in purchasing power standards (PPS).

3.5. Statistical unit

At regional level GDP is calculated for territorial units according to the regional classification NUTS, at the level 1, 2 and 3 (see this website under statistics/metadata/classifications). The dispersion of regional GDP is calculated on the basis of regional GDP at NUTS level 2 and 3.

3.6. Statistical population

National accounts deal with the economy (or large sub-sectors) as a whole. They combine data from a host of base statistics, and thus have no common sampling reference frame. The elementary building block of ESA95 statistics at national level is the institutional unit and at regional level the local kind of activity unit (LKAU).

3.7. Reference area

European Union member states, Croatia and FYROM.

3.8. Coverage - Time

EU Member States: From 2000

Croatia: From 2001

7.2. Confidentiality - data treatment

Council Regulation (CE) No 322/97 of 17 February 1997 (OJ No L 52/1) and Council Regulation (EURATOM, EEC) no 1588/90 of 11 June 1990 on the transmission of the data subject to statistical confidentiality to the Statistical Office of the European Communities (OJ No L 151/ 1) stipulate the detailed rules used for receiving, processing and disseminating the confidential data.

21. CommentTop

The dispersion of regional GDP as calculated and published by Eurostat is based on regional GDP per inhabitant in purchasing power standards (PPS). Purchasing Power Standards (PPS) are a fictive currency unit that eliminates differences in purchasing power, i.e. different price levels, between countries. Thus, the same nominal aggregate in two countries with different price levels may result in different amounts of purchasing power. Figures expressed in Purchasing Power Standards are derived from figures expressed in national currency by using Purchasing Power Parities (PPP) as conversion factors. These parities are obtained as a weighted average of relative price ratios in respect to a homogeneous basket of goods and services, both comparable and representative for each country. They are fixed in a way that makes the average purchasing power of one Euro in the European Union equal to one PPS.

The calculation of GDP in PPS is intended to allow the comparison of levels of economic activity of different economies irrespective of their price levels. It is less suited for comparisons over time. Eurostat compiles PPP and publishes them on this website (Data / Economy and Finance / Prices).
