2.1. Data description

The vineyard data set includes data on the structure of vineyards in the European Union. It covers the holdings growing vines intended to produce grapes for other purposes than table grapes or growing plants for vegetative propagation of before mentioned vines and the area covered by these vines.  The data concerns the vine types, degree of specialisation of vine-grower holdings, main varieties of grapes and age of plants. Some indicators are collected at national level, others a NUTS2 level.  The data are extracted from the vineyard register. The Member States, which have more than 500 ha of vines for other purpose than table grape production need to collect the data.

The reference year of the data described in this report is the year 2020.

2.2. Classification system

The classification system used in the vineyard data has several dimensions:  type of vineyards, degree of specialisation of the holding, main varieties (> 500 ha t national level), age of plants and size classes of holdings. More information can be found in the Handbook.

2.3. Coverage - sector

Growing of grapes for other purposes than table grapes (mainly for wine, juice, raisins) (part of NACE rev.  2 classification of A01.21: growing of grapes) and plant propagation for vines (part of NACE rev.  2 classification of A01.30: plant propagation).

Scope and coverage of the legislation

El Plan Estadístico Nacional (the National Statistics Plan) is the main instrument to organise the statistical activity in the State General Administration and is valid for four years. The plan contains the statistics that must be developed in the four-year period by the State General Administration's services or any other entity dependent on it and those statistics to be undertaken totally or in part with the participation of Autonomous Communities and local governments by virtue of cooperation agreements with state statistics services or, in turn, through the implementation of what is stated in law.

The National Statistics Plan is approved by royal decree and once approved, is carried out via the annual programmes that develop it and which are also approved by royal decree.

El Programa Anual (the Annual Programme ) contains those actions that must be carried out in the National Statistic Plan's operational year and the forecasts that, for this purpose, must be incorporated into the State's General Budget.

   -   No, in most cases the plots are but not the holdings in all the Vineyards Registers.

Data from other ancillary results have been used for comparison purposes not for results.

 

3.2. Frequency of data collection

The structural statistics on vineyards governed by Regulation (EU) No 1337/2011 are collected every 5 years. The first data collection took place in 2015. The second and last one was carried out in 2020.

The main non-sampling errors in this statistic are:

- Over coverage of the winegrowers in some of the regional registers. Nevertheless, a treatment of this issue has been carried out by cross-checking different registers at plot level, in order to no to consider abandoned wine areas in the results. See 6.3.1.

- Non response error, considered as empty values for some variables in some of the regional vineyard registers. Ancillary data sources have been use to solve this issue. In general, the completeness of the vineyard registers is quite good for the most importan wine-growing regions. The impact of this issue is considered low in the final results. See 6.3.3

It is a plot problem not a holding one (a holding disappears when all of it plots disappear) It has been detected in Andalucía, Galicia and Canary Islands.

Farms are created from plots and not duplicated plots have been detected

Regarding the question "What measures were taken to mitigate the impact of coverage errors?"

Ancillary sources were used in parallel to the vineyard register. As the competent bodies for the update of the vineyard registers in Spain are the Autonomous Communities, vineyard registers belonging to different Autonomous Communities may have different coverage errors.

The ancillary data used for coverage errors have been:

- For holdings: Registro General de la Producción Agrícola  (REGEPA): General Register of Agricultural Production, established in accordance of Royal Decree 9/2015, of 16 January, which regulates the conditions for the application of Community regulations on hygiene in primary agricultural production. It is compatible with the Land Plot Identification System used in the Common Agricultural Policy context. The communications under the the single application for CAP or POSEI aid are considered as notification for registration in REGEPA. In the context of the vineyard statistics it has been used for detection of missing holdings or detection of former holdings in the register. Canary Islands, Castilla - La Mancha, Galicia, Región de Murcia.

 - For degree of specialization: Register of protected geographical indications of vineyards, on an internal basis, of the Ministry of Agriculture, Fisheries and Food, providing information on type of protected geographical indication by municipality. In the context of the vineyard statistics it has been used in certain cases to complement the information on the geographical protection contained in the register, in order to distinguish between PDO and PGI. Illes Balears, Castilla y León, Aragón.
