2.1. Data description

The survey is a complete enumeration. Data are collected for the type of use of the vineyards, area of the vineyards (summarized for different territorial units) and wine grape varieties.

The reference year of the data described in this report is the year 2020.

in 2020, no information on vegetative propagation material is available from the vineyard registers. Therefore we used for this purpose the informations from the Federal Plant Variety Office. The feature is given only on the level of Germany (374 hectares).

2.2. Classification system

Division of the cultivation areas are based on the wine law "WeinG" in its amendment of 18 January 2011 (BGBl. I S. 66).

2.3. Coverage - sector

The Structural Statistics on Vineyards and the Vineyards Survey are carried out for all federal states with wine growing (all federal states except the city states).

2.4. Statistical concepts and definitions

Statistical characteristics of observations

Structural Statistics and yearly interim Surveys on Vineyards.

2.8. Coverage - Time

When was the first (regular) structural vineyard survey / data collection organised?

'Yearly interim survey 'Vineyards Survey' since 1994 (originally since 1964 but afterwards minor changes: classification scheme of the grape varieties (since 1979 according to the colour of the grapes), since 1992 use of administrative data processing, 1994 change from location of the holding to location of the plot (vineyard).

Frequency of the data collection (if there was one) before 1979 or before EU membership?

4. Quality management Top
4.1. Quality assurance

Is there a quality management process in place for vineyard statistics? YES
If yes, what are the components?

Institutions responsible for the vineyard register check the incoming data for completeness and plausibility. After receiving the data from the institutions responsible for the vineyard register, the Federal Statistical Offices check the consistency of the data. The Federal Statisical Offices compare the results with the previous year (macro-plausiblity). Furthermore changes and occuring discrepancies are discussed by representatives of the Federal Statistical Offices with the data producers (institutions responsible for the vineyard register). Quality reports are available for the Structural Statistics on Vineyards.

Area data of the vineyards submitted by the respondents is validated by the institutions responsible for the vineyard register with corresponding area data of the Real Estate Cadaster. In addition, on-the-spot checks are conducted. In addition the plot data of area are compared with the production of wine and must.

Was the authority responsible for the vineyard register involved in the quality assurance of the vineyard data? YES
If yes, which data quality improvement actions were proposed to be done to the vineyard register?
Improvement of coverage of the register (elimination of over-coverage)

"Qualitätsdatenblätter im Verbund - QuiV": instrument for quality management, especially for decentralised statistics; among other things the goal is to gather information for national quality reports and quality indicators (such as requested by Eurostat); indicators will be based on micro-data and process-based information (e.g. plausibility analysis).

Additional comments

4.2. Quality management - assessment

   Grading  Comments
How would you describe the overall quality of the structural vineyard statistics?  Good

False or incomplete data have considerable economic consequences for the respondents of the viticulture-registers. Therefore they are eager to transmit complete and correct data. Area data of the vineyards submitted by the respondents is validated by the institutions responsible for the vineyard register with corresponding area data of the Real Estate Cadaster.

How would you describe the relevance of the structural vineyard statistics?  Satisfactory
How would you describe the accuracy of the structural vineyard statistics?  Good

(see above)

How would you describe the comparability of the structural vineyard statistics with other agricultural statistics, e.g. FSS and Annual Crop Statistics?  Good

The Full Survey of the Vineyards is based on regulations of the European Union and therefore the results are comparable within the EU. Comparability within Germany is ensured since 1990. Nevertheless it has to be pointed out that some wine-growing districts are defined transfederal and therefore the sum of the wine-growing districts is not always the sum by the federal states.

Actually the usuability and the quality of the vineyard register data are not sufficient for the requirements for the IFS-module in 2026.

How would you describe the coherence (over time) of the structural vineyard statistics?  Good

The structural vineyard statistics (Vineyards Survey and Structural Statistics on Vineyards) are self-consistent.

Methodical differences compared to the farm structure survey have to be taken into account: the Survey on Land Use includes results for wine grapes and table grapes, but only for agricultural enterprises (among other things) with vineyards of 0,5 ha / 50 Ar and more. There is no registration of the grape varieties and all the data are collected for the location of the holding and not for the location of the specific vineyards. The structural vineyard statistics (Vineyards Survey and Structural Statistics on Vineyards) include all areas of wine grapes with an area of 0,1 ha / 10 Ar and more (areas of less than 0,1 ha are only included in case of commercial purposes), and the data is refered  to the particular location of the vineyards.

How would you describe the coherence (across regions in your country) of the structural vineyard statistics?  Very good

Different regulations between the Federal states limit the comparability of the vineyard data and lead to different quality of the data between the Federal states.

How would you describe the accessibility of the structural vineyard statistics?  Very good

How would you describe the clarity of the structural vineyard statistics?  Very good

Description of the differences

Area under vine: Methodical differences compared to the Survey on Land Use: The Survey on Land Use includes a registration of wine grapes and table grapes, but only for agricultural enterprises (among other specifications) with vineyards of 0,5 ha / 50 Ar and more. The agricultural holdings is a technical-economical unit. All the data are collected for the location of the holdings and not the location of the plot (specific vineyards). The vineyard statistics (Vineyards Survey and Structural Statistics on Vineyards) include all legal units with an area of 0,1 ha / 10 Ar and more (areas of less than 0,1 ha are only included in case of commercial purposes), and the data is refered  to the particular location of the vineyards. Therefore the area under vine is slightly larger in the Structural Statistics on Vineyards in comparison to the Survey on Land Use.
