3.1. Data description | ||||||||
The Occupancy Surveys provide information from two points of view. On the one hand, the occupancy includes information about level of occupancy by establishment category as well as travellers, overnight stays and average stays by country of residence and establishment category and for the Spanish travellers by Autonomous Community and City; on the other hand, the capacity provides estimated number of open establishments, estimated bed places and staff by establishment category. The information about travellers, overnight stays, average stays, number of establishments and bed-places, levels of occupancy and staff is disseminated monthly at national, Autonomous Community (NUTS 2), province (NUTS 3), tourist area and tourist site (LAU 2) level. INE Spain carries out five occupancy surveys: Hotel Occupancy Survey, Campsite Occupancy Survey, Holiday Dwelling Occupancy Survey, Rural Tourist Accommodation Occupancy Survey and Hostel Occupancy Survey, to collect information about supply side, both capacity and occupancy. The Hotel and Campsite Surveys have been carried out since 1960, the Holiday Dwelling and Rural Tourist Accommodation Surveys were implemented in years 2000 and 2001, and the Hostel Survey in 2014. The Campsite and Hostel Surveys are a census, while in the other three surveys a sample is selected due to the big size of the directory. Each month the units included in the sample fill in the questionnaire with monthly, weekly and quarterly data, depending on the survey, and the questionnaire is sent back on the first week of the following month. First a microdata editing process takes place, after that a macrodata editing process is held. A press release regarding hotels is published on the 23rd day of the following month and a press release regarding the other four surveys is published on the 30th/31st day. On those days, the on-line databases are updated, these databases contain information about capacity: number of establishments, bed-places, pitches, occupancy rates, etc., occupancy: travellers and overnight stays by nationality, average stay, etc., and also prices: price index for every survey and indicators on the profitability of the hotel sector. |

The personal data obtained by the statistical services by any means are protected and are subject to statistical confidentiality according to the Spanish Law of 9 May 1989 on Public Statistical Services (LFEP). All statistical personnel shall comply with statistical confidentiality (art. 17.1 of LFEP). |

For NUTS III and Autonomous Cities, and breakdown by category, the number of filled in questionnaires, with or without movement, has to be above 4; For areas and sites/LAU II, and breakdown by category, the number for NACE 55.1 has to be above 8, and at least 4 of them be monthly questionnaires, for NACE 55.3, above 3, for NACE 55.2 Holiday Dwelling above 4, for NACE 55.2 Rural Tourism Accommodation above 8 and NACE 55.2 Hostels above 3. To avoid disclosure, categories are aggregated until the number of establishments ensures statistical confidentiality. |

Each month there are two tourism release dates. The first one is on 23rd and contains information about NACE 55.1; the second one is on the last day of the month and contains information about NACE 55.2 and 55.3. |

8.3. Release policy - user access | |||
On the press release day, at 9:00 am, the press release is uploaded in the INE website and in the specific survey website available to the general public and the headline is uploaded to Twitter. At the same time the on-line databases are updated, the feedback reports to the hotels using the XML file to answer the survey are sent by mail as well as the customized queries, which are 200 each month. The press office, on the press release day, sends the press release to the press agencies. |

For each one, two databases are available: - The first one, called "Main results", contains monthly data since 1999. It is updated monthly with the provisional data of the month t-1 and definitive data of the month t-1 of the previous year. - The second one, called "Annual data", contains final data of the previous years. It is updated once per year, in June or July, and it includes more detailed information (for tourist areas, cities and towns) than "Main results". |

During the data collection, questionnaires are edited according to a set of soft and hard errors. At centralized level data are checked again and finally a macro-editing process takes place. If the response rate is over 10% more questionnaires are collected. New data collection methods, like the XML file, have been developed to improve the quality of the data. And regarding the web based questionnaires, a new collection portal is being developed and the occupancy surveys will be updated next year. |

INE has carried out user satisfaction surveys in 2007, 2010, 2013, 2016 and 2019. Their objective is to learn about the perception of the users regarding the quality of the used information and if their needs are satisfied. Besides, specific surveys, about the dissemination of the information, the quality of the publications, etc, are also carried out. The specific needs of the users not being fulfilled are solved by customized requests, and they are taken into account as much as possible when updating the methodology. |

The geographical comparability of the different breakdowns: Autonomous Communities, provinces, tourist areas and sites, is guaranteed by the availability of a methodology, survey design and common statistical processing of collection, editing and weighting. On the other hand, the comparability with the rest of the EU countries is guaranteed by the use of the Methodological Manual for Tourism Statistics elaborated by Eurostat according to the Regulation 692/2011. |

In the first step, the questionnaires are collected at regional level by INE data collection staff and they are edited according to a set of errors. Next, at centralized level, data are merged with those of the XML files and estimators are obtained, taking into account the weighting procedure. Finally a macro-editing process takes place before the confidentiality rules are applied and the dissemination files are prepared for the press-release. |
