Capacity: The surveys on the capacity of hotels, similar establishments and tourist campsites (NACE Rev. 2. 55.1, 55.3) and of the holiday and other short-stay accommodation establishments (NACE Rev.2, 55.2) are monthly census surveys conducted pursuant to Regulation (EU) No 692/2011 of the European Parliament and of the Council. They are addressed to hotels, similar establishments and tourist campsites which are registered in the Hellenic Chamber of Hotels. Capacity statistics regarding the holiday and other short-stay accommodation establishments (NACE Rev.2, 55.2) are compiled on the basis of ELSTAT’s Statistical Register of short-stay accommodation establishments, that is regularly updated by the according register of the Ministry of Tourism. The compiled tables for NACE Rev.2 551 contain annual data on the number of establishments, of bedrooms and of bedplaces. Occupancy: Monthly statistical data on arrivals and nights spent in hotels, similar establishments and tourist campsites (NACE Rev. 2. 55.1, 55.3) are collected by means of a census survey, which is carried out by ELSTAT pursuant to Regulation (EU) No 692/2011 of the European Parliament and of the Council. The afore-mentioned survey is addressed to the hotels in Greece which are registered in the Hellenic Chamber of Hotels. The occupancy statistics regarding the holiday and short-stay accommodation establishments (NACE Rev.2, 55.2) are compiled by means of a census survey to the relevant establishments registered in ELSTAT’s Statistical Register of short-stay accommodation establishments, that is regularly updated by the according register of the Ministry of Tourism. The main variables collected are arrivals and nights spent by country of origin and number of occupied rooms. Moreover, the occupancy rate of bed places and the occupancy rate of bedrooms for NACE Rev.2 55.1 establishments are calculated. For the compilation of final data of arrivals and nights spent in hotels, similar establishments, tourist campsites and short stay accomodation establishments, both data collected by the survey and administrative data sources are used. Specifically: NACE 55.1, 55.3 a. the establishments of the Register of hotels and tourist campsites, are identified on the basis of administrative data for each reference period. b. the survey is conducted on the afore-mentioned establishments c. for the percentage of accommodation establishments that are in operation but do not respond to the survey, statistical methods were used for addressing non-response by grossing-up the collected data to the 100% of the total of the available bed-places. NACE 55.2 a. the establishments in operation for each reference month, are identified on the basis of administrative data b. the survey is conducted on the short-stay accommodation establishments c. for the percentage of the accommodation establishments that were in operation but despite the reminders, did not respond to the survey, statistical methods are used for addressing non-response by grossing-up the collected data to the 100% of the total of the establishments. For this purpose, the target population is stratified by the following stratification criteria: Prefecture that the establishment is located, Degree of Urbanization (densely, intermediate and thinly populated areas), coastal or non-coastal areas, class of the establishment (1 key, 2 keys, 3 or 4 keys and rest of establishments) and size of the establishments based on the number of rooms (0-5 rooms, 6-9 rooms, 10-16 rooms, 17 rooms and over).

Accommodation establishments are classified according to NACE Rev.2 classification (groups 55.1, 55.2 and 55.3). Regional breakdowns of capacity and occupancy statistics are based on the Nomenclature of Territorial Units for Statistics. For the country of origin of the guests, country codes based on the ISO 3166 (International Organization of Standardization – alpha-2 format) are used. |

The issues concerning the observance of statistical confidentiality by the Hellenic Statistical Authority (ELSTAT) are arranged by articles 7, 8 and 9 of the Law 3832/2010 as in force, by Articles 8, 10 and 11(2) of the Regulation on Statistical Obligations of the agencies of the Hellenic Statistical System and by Articles 10 and 15 of the Regulation on the Operation and Administration of ELSTAT.

Protection of personal data ELSTAT abides by the commitments and obligations arising from the applicable EU and national legislation on the protection of the individual from the processing of personal data and the relevant decisions, guidelines and regulatory acts of the Hellenic Data Protection Authority. Pursuant to the Regulation on the protection of natural persons with regard to the processing of personal data [Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 (General Data Protection Regulation - GDPR)], ELSTAT implements the appropriate technical and organisational measures for ensuring adequate level of security against risks for the personal data it collects and has access to, in the context of carrying out its tasks, in order to meet the requirements of this Regulation and to protect these personal data from any unauthorised access or illegal processing. The personal data collected by ELSTAT are used exclusively for purposes related to the conduct of surveys and the production of relevant statistics. Only ELSTAT has access to the data. The controller is the person appointed by law pursuant to the relevant provisions concerning the Legal Entities of Public Law and the Independent Authorities. The data are stored in the databases of ELSTAT for as long as required by the relevant legislation. Monthly estimates of arrivals and of nights spent by type of establishment are transmitted to Eurostat within 6 weeks after the end of the reference month. Provisional data for the period January – September are made available on the website of ELSTAT within 3 months after the end of the reference period. For the compilation of 2022 final data additional administrative sources were used in combination with statistical methods for addressing non-response by grossing-up the collected data to the 100% of the total of the available bed-places. The majority of tourist accommodation establishments in Greece operate on a seasonal basis. In order to address non-response for each reference year T, a final reminder is sent out to the establishments that have not responded to the survey, during the spring of the next year (T+1), when establishments that operate on a seasonal basis re-open. For hotels, similar establishments and tourist campsites (NACE Rev. 2, 55.1 & 55.3) data is compiled through the collection and processing of the relevant data submitted for each month of operation. Regular reminders are sent out to the establishments that do not responded to the survey, for submitting the data. For the percentage of establishments, which despite the reminders do not respond to the survey, supplementary administrative data are used and statistical methods are applied for grossing-up of the results to the total of establishments. The missing monthly data for a certain establishment is imputed based on the corresponding data of the previous year, when available, and the annual trend recorded in similar establishments. For short stay accommodation establishments (NACE Rev. 2, 55.2) a single stratified sampling method is applied. The stratification criteria of the short-stay accommodation establishments are: the Prefecture where the establishment is located, the class category of the establishment, the Degree of Urbanization (densely, intermediate and thinly populated area) of the Local Administrative Unit where the establishment is located and the size class of the establishment (based on the number of bedrooms). |
