3. Statistical presentation Top
3.1. Data description

The monthly data collected on tourism (tourist accommodation statistics) comprises the number of arrivals and overnight stays and the number of bed places or pitches at tourist accommodation establishments with 10 or more bed places or pitches. Guests’ country of origin is also recorded. Hotels (WZ or NACE 55.1) with 25 or more rooms are also asked to state the occupancy rate. All hotels are also asked for the number of rooms on the reference date, 31 July.

National classification of economic activities:

At the national level, the groups of respondents for the collection of monthly data on tourism are based on the German classification of economic activities (WZ 2008) https://www.destatis.de/DE/Methoden/Klassifikationen/GueterWirtschaftklassifikationen/Content75/KlassifikationWZ08.html

This includes the following economic activities:

  • 55.1: Hotel industry (hotels and similar accommodation)
  • 55.2: Holiday and other short-stay accommodation
  • 55.3: Camping grounds, recreational vehicle parks and trailer parks
  • 86.10: Prevention and rehabilitation centres
  • 85.53 or 85.59: Training centres

Every accomodation establishment is registered in the national business register and linked to the classification mentioned above.

On a European level, the Statistical classification of economic activities in the European Community (NACE Rev. 2) is used for this group of respondents. This accords with WZ 2008 so far as subject matter is concerned despite slightly different descriptions. Overnight stays in prevention and rehabilitation centres and training centres are not, however, relevant to statistics about tourism at the European level and are not, therefore, supplied to Eurostat.

3.4.2 Additional comments (if deviations from the Regulation)

The concepts and definitions used in the monthly collection of data on tourism conform as far as possible to the European Union specifications described in the Methodological manual for tourism statistics. In addition the following concepts and definitions are used at national level:

  • Classification ‘Municipality groups’: grouping of municipalities or parts of municipalities according to their official designation (e.g. mineral or mud bath, seaside resort or climatic spa) prescribed by federal state regulations. This designation is also referred to as their grading (Prädikat). Municipalities without a grading are listed under the heading ‘Other municipalities’.
  • Classification ‘Travel areas’: Regions defined by regional tourist associations in collaboration with regional statistical offices. These are based on neighbouring municipalities clubbing together on the basis of their attractiveness to tourists and natural features to form a single geographical area.
  • Economic activity: ‘Training centres’: residential centres which offer training outside the mainstream school and higher education system and have accommodation facilities.
  • Economic activity ‘Prevention and rehabilitation clinics’: accommodation centres under the direction of a medical practitioner which are aimed exclusively or predominantly at health spa patients. These clinics also include rehabilitation centres for children, sanatoria, convalescent and similar hospitals. Guests staying overnight in these clinics are only included in the monthly data for tourism if they are able to leave the clinic during their stay to use the tourist attractions on offer in these municipalities.
  • The winter and summer tourist seasons: the summer season statistics relate to the period from May to October, whilst the winter season covers the months of November to April.

12.1.2 Main users on a national level

The primary users of the results are the Federal and State Ministries responsible for tourism. They use the figures to make policy decisions relating to tourism and for infrastructure planning. They are also used by local, regional and national tourist organisations, associations and interest groups which use the results for advertising in the field of tourism and for market research. In the educational sector, school pupils and students constitute an important user group. In depth discussion with representatives of the most important user groups (associations, public authorities, institutes) takes place every two years in the specialist ‘Travel and Tourism Statistics’ committee. Ad-hoc questions from individual users are also answered through the divisional information service. In addition the division actively informs the users affected of changes in content and legal changes to the tourism statistics.

13.3.1 Coverage-errors

13.3.1.1 Over-coverage

Not measured.

Over-coverage errors could occur if our observed units were registered in the activity that we observe but they would be doing some other activity that is not subject of observation. In practice, when we find out that the unit no longer offers accommodation to tourists, we exclude it from observation, so that there is no over-coverage error. These types of errors occur also when data on arrivals and overnight stays include seasonal workers, which according to methodology of survey are not tourists. Over-coverage is in practise unknown and it is not measured at present.

13.3.1.2 Under-coverage

Under-coverage errors occur when certain units are not included in the survey, even though by definition they are establishments which offers tourist bed places. Systematical under-coverage is inevitable because of the 10-bed resp. 10-pitches threshold. There is no robust quantification of this sort of under-coverage yet, but we are working on an estimation by analyzing data from booking platforms.

Missing items only occur in a few exceptional cases, since data collection is carried out on the basis of legal provisions via the web form. The form contains checks that prevent individual fields from not being filled. Paper questionnaires may be used in a few cases. If items are not filled in, the staff of the statistical offices directly inquire about the reason.


13.3.5 Additional comments on non-sampling error (e.g. in case the reference month is very different from other months in terms of non-response)

The survey does not have a sample component and therefore the data are not subject to sampling variability. However, other inaccuracies as non-sampling errors may affect the data. These non-sampling errors may arise from a number of sources, including: errors in the reporting of data by providers, errors in the process of capturing data, imputation for missing data, definition and classification errors, over/under-coverage. Every effort has been made to reduce non-sampling error to a minimum by careful designing and testing of questionnaires, efficient operating procedures and systems used to compile statistics.

Non-sampling errors may result from the imputation of missing or incomplete information to individual units. Studies have shown that the differences exceed max. 1.2% in some cases. Errors caused by deficiencies in the sampling frame are unlikely because the units are updated monthly from the national business register (URS).

At the NUTS 1 to NUTS 3 levels the results may be easily compared on a geographical basis. Where the categories are based on LAU-2 (location close to the sea, degree of urbanisation) there are likely to be problems of comparability. The reason for this is the frequent boundary changes.

15.3. Coherence - cross domain
  • Accommodation statistics: anomalies in the monthly data collected on tourism arise because the turnover figures collected from the accommodation businesses for inclusion in the accommodation statistics cover not only turnover from accommodation services but also turnover from food services and other sources. Also, data for the accommodation statistics is collected at the enterprise level. In addition, there are time-lags between the provision of the service and receipt of payment for it which seriously affect the comparability of monthly results.
  • VAT statistics: all businesses achieving a specified annual turnover are included in the VAT statistics. However, the monthly data for tourism includes all tourist accommodation establishments above a fixed cut-off level relating to bed places or number of pitches, regardless of turnover. Like the accommodation statistics, the data on VAT is also collected at the enterprise level. Consequently, the reference unit for these statistics is not comparable to that used in the monthly data for tourism.
  • Hospital statistics: where the monthly data for tourism is concerned, questions of consistency are relevant only in relation to prevention and rehabilitation clinics. For a number of reasons the comparability of equivalent data in these two sets of statistics is limited. These include the fact that arrivals of people accompanying patients are included in hospital statistics, the increase in private health tourism, which does not involve a doctor's prescription, and presumably also the increasing availability of wellness services in clinics.
15.4. Coherence - internal

Coherence between annual and monthly data:

There are small differences between monthly data and annual data. Reasons are additional revisions of monthly data.

 

Internal coherence in general:

The monthly survey in tourism is internally coherent with regard to federal publications. However, there are differences in content with regard to certain totals provided by the federal government, the federal states and the EU as well as over time:

o Individual federal states publish aggregates on regional levels in the regional database Germany, excluding figures from campsites.

o As regards due to the federal results, the threshold of 10 beds or campsites starting with the reference year 2012 was also adopted for the reference year 2011. This means that changes between the two reference years can be provided without bias. The federal states have not made this adjustment, which means that federal state results for the 2011 reference year are not comparable to the regional database for Germany.

o The EU publications do not contain information on the preventive and rehabilitation clinics and training homes that are only surveyed nationally. This means that a comparison of the internationally harmonized EU results is only possible with federal and states results that are broken down by NACE.

o Another reason for differences between federal and federal states results is the different auditing practice: some federal states have corrected results for the past year even beyond the end of the calendar year. These changes are not included in the states results. However, only time series with results prior to reference year 2018 are affected.

A revision of the results of monthly data collection may be done by replacing imputed missing answers from individual tourist accommodation establishments retrospectively for all months within the current reference year, but not after the end of the year, i.e. the results of the reference month of December are not revised. This is done in order to allow a final result for the reference year to be published early in the following year. In view of the relatively small number of guests a revision of the December results would barely affect the results for the year. At the time the final monthly findings are published about 5.4 % of the missing answers have not yet been revised and therefore have to be replaced by imputed values.

Over the year, the imputation rate is reduced by around half to two thirds due to subsequent incoming data from the accommodation establishments.

 

17.2.2 Occupancy 

A revision of the results of monthly data collection may be done by replacing imputed missing answers from individual tourist accommodation establishments retrospectively for all months within the current reference year, but not after the end of the year, i.e. the results of the reference month of December are not revised. This is done in order to allow a final result for the reference year to be published early in the following year. In view of the relatively small number of guests a revision of the December results would barely affect the results for the year. The data of the individual establishments is collected (survey), checked and aggregated by the regional statistical offices. The survey bases on the national business register. The Federal Statistical Office receives selected, aggregated results from the regional offices but has no access to the individual data.

The regional statistical offices use both automated and manual processes for plausibility checking and correction of the individual data. The Federal Office also monitors the aggregated data supplied on a selective basis. Discrepancies are raised with the regional statistical offices and then corrected.
