The regional classifications used are NUTS classification: NUTS 2, NUTS 3 and LAU 2.

Care for data confidentiality is written in National Statistics Act - data collected with statistical reports can be used for statistical purposes only and shown as aggregates, so that it is not possible to identify individual reporting units.

No microdata are available. Reason is that due to the survey method no information is available on micro level. Since municipalities collect data and preaggregate it on community level, microdata are kept within each municipality.

Non response is widely excluded, as by legislative obligations accommodation establishments have to report to municipalities. Some problems might occur, if establishments do not report the correct number of bedplaces.

Some problems occur with preparation of sampling frame as the survey is run as a cut off sample. Deviances occur as a slight under coverage is given. Only communes with at least 1000 overnights a year have to send data. Approx. 800 communes with less than 1000 yearly overnights are not included in the survey. No information about capacity in these missing communes is provided. However it is to emphasize that these 800 communes are not important for tourism, as the majority of them do not have accommodation establishments.

 

Occupancy: Coverage is therefore almost full due to 1000 overnight rule (at the most 0.6% of total overnights are underestimated). However, even this is not highly probable because, if there is even one hotel establishment, it must have less than 2,7 guests per day to stay under the threshold. So the cut off sample is close to a complete inventory count.

The survey does not have a sample component and therefore the data are not subject to sampling variability. However, other inaccuracies as non-sampling errors may affect the data. These non-sampling errors may arise from a number of sources that can be found in the municipalities that collect data from accommodation establishments including: errors in the reporting of data by providers, errors in the process of capturing data, imputation for missing data, definition and classification errors, over/under-coverage. These sources of errors are not within the realm of influence by Statistics Austria. However every effort has been made to reduce non-sampling error to a minimum by careful design and testing of questionnaires, a number of automated plausibility checks, efficient operating procedures and systems used to compile statistics.

15.3. Coherence - cross domain

Capacity (Annex I, Section 1): The business register observes the number of accommodation establishments in NACE categories 55.1, 55.2 and 55.3. Due to methodological differences, slight deviances are observed. A comparison with data from the business register is not useful as the methods diverge. The business register collects data from establishments with more than 20 employees, which is not a criterion for the capacity survey.

Occupancy (Annex I, Section 2): Data are reconciled with the outcome of the sample survey for demand side tourism. This reconciliation is limited due to the different compilation methodology (cut-off-sample vs sample survey), target population (residents older than 15 years) and variables. Nevertheless, the number of overnights of residents in Austria can be compared by regarding the mentioned methodological deviances. Also mirror data are observed though the quality of this partner country data are regarded to be of less quality as the corresponding outbound flows of these countries are based on sample surveys.

Coherence between annual and monthly data

Capacity (Annex I, Section 1): Annual data are not the sum of seasonal data but asked separately in the questionnaire. The reason is to avoid double counting as one establishment could be counted either in the summer season or in the winter season or in both. In case the establishment is counted in both seasons it only counts for one establishment for the annual data.

All accommodation establishments in reporting communes. A commune is defined as a reporting commune when more than 1000 overnights a year occur. No register is used therefore as the contact way is from Statistics Austria to the reporting commune. Each commune has a register about the accommodation establishments.

Establishments send data to the municipality via a questionnaire that is provided by Statistics Austria. The municipalities send the data via a web-based form to Statistics Austria. Statistics Austria provides a methodological support, which is a kind of methodological description on how tourism is defined, what variables are included and how the questionnaire should be filled in. It is a rolling document which is only available in German.

18.4.1 Capacity 

The web based questionnaire provides data checks of the summer and winter season with the yearly data sent by the municipalities; The capacity variables by type of accommodation (number of accommodation establishments, number of rooms and bed places) are compared with the variables of the previous year.

Collected occupancy data are checked by comparing with previous periods as well as by comparing with capacity data.
18.5. Data compilation

Capacity (Annex I, Section 1)

The collected data includes all rented accommodation establishments (except for those accommodation establishments located in communes with less than 1000 overnights a year), i.e. no threshold concerning the number of beds per establishment is applied. Therefore no imputation, weighting or grossing-up procedures are applied. In cases where the difference to the preceding year is conspicuous or the occupancy ratio over 100%, the municipality is contacted to verify the correctness of the data.

 

Occupancy (Annex I, Section 2)

When deviances with previous periods and/or capacity data occur, the reporting commune is asked for the reason. In very exceptional cases we also seek contact with the concerning accommodation establishment, to assure the right data value. By this procedure no imputation is needed as unit and/or item non response is not accepted. For the first published data (t+25days), 80% of the reporting communes are considered. The following compilation procedure is used: Results of the most important 80% communes are set in relation to the corresponding communes' results of the previous year. The change rate is the basis for calculating first results of the period, broken down in major variables. For the final data no grossing up method is used.
