3.1. Data description

The survey on domestic and outbound tourism and business trips is being realized by Statistical Office of the Slovak Republic since 2003. The purpose of this survey is to provide basic information about tourism demand on behalf of domestic users in terms of international rules. Survey was realized quarterly on the base of representative sample of cca 1200 respondents older than 15 years. In 2014, survey was connected to Labour Force Survey (LFS) and data has been collected within LFS survey during the last visit of households (5th visit) and since 2018 during the first visit of households. Since January 2021 the survey is collected separately from LFS, tourism is no more a part of LFS sample. The respondent, who travelled and stayed in the surveyed time period for personal or business purposes outside his/her usual environment, provides information. Other respondents specify their reasons for not travelling. Data from sample survey are grossed-up to the whole population of people older than 15 years.

Since 2013 until 2020 data was collected within Labour Force Survey. Due to changes in processing of data, there is time-break in 2012-2013 years. The survey on domestic and outbound trips was realized within the last visit of household in Labour Force Survey until 2017 and since 2018 during the first visit of household. From 2021 the survey is realized separately from LFS as an individual survey.

The Statistical Office of the Slovak Republic is responsible for the protection of confidential data obtained and guarantees their use exclusively for statistical purposes. In accordance with the Act on State Statistics No. 540/2001 Coll. §2g and §30, the SOSR may not publish confidential statistical data, but only information resulting from the aggregation of confidential statistical data, which does not allow direct or indirect identification of the reporting unit.

The Statistical Office of the Slovak Republic has introduced principles and procedures for the protection of confidential data in internal directives and instructions. The directive on the protection of confidential statistical data regulates the method of management and implementation of activities related to ensuring the protection of confidential statistical data in the Statistical Office of the Slovak Republic. The internal methodological instruction of the Statistical Office of the Slovak Republic regulates specific methods and parameter values ​​used in the protection of confidential statistical data of individual statistical surveys and data sets.

8.1. Release calendar

First Release Calendar provides the precise release dates for the coming four months in advance. The calendar is updated monthly. It covers main economic and social indicators established currently within the EU regulations and IMF special standard, which define timeliness standards as well.

In the First Release Calendar compilation release dates defined by Eurostat are taken into consideration.

11.1. Quality assurance

The Quality policy is defined and publicly accessible in the Quality Declaration and Quality Policy documents. The Quality Declaration expresses the basic ideas and commitments of the President and top management of the SOSR for the Quality Policy as well as increasing efficiency and effectiveness of the integrated management system of the SOSR.

Quality policy is based on the mission of the Statistical Office of the Slovak Republic: to provide high quality and objective statistical products and services by keeping confidentiality of statistical data and by minimising burden on interested parties using effectively existing resources with the aim to support improvement of the information and intellectual capital of our customers. In this way we want to contribute to reduce risks and improve effectiveness in their decision making processes and so to support the sustainable development of the Slovak Republic as the part of EU.

Quality policy

The Quality manual describes the documented procedures of the quality system that are used for implementation and continuous improvement of the quality management system in SOSR. It contains a description of the quality management system and the fulfillment of requirements ISO 9001 standards. Application of the manual in practice ensures that all activities that have an impact on the quality of the products created are planned, managed, reviewed, evaluated and meet requirements.

The European Statistics Code of Practice is the basis of the common quality framework of the European Statistical System. It is a self-regulatory tool and it is based on 16 Principles covering the institutional environment, statistical processes and statistical outputs. A set of indicators of best practices and standards for each of the Principles provides guidelines and benchmarks for reviewing the implementation of the Code of Practice, thus increasing transparency within the European Statistical System.

11.2. Quality management - assessment
11.2.1 Main strengths

Data is collected and compiled in line with Regulation 692/2011 and its Delegated Regulation (EU) 2019/1681. Overall data quality is good, however, in 2020 the collection and quality of the data was affected by the pandemic.

11.2.2 Main weaknesses

In 2022 the collection and quality of the data was still affected by the pandemic, lower reliability of data in detailed breakdowns of some variables, e.g. in business trips in relation to sample size limits.

11.2.3 Quality improvements compared with previous reference year

In years 2013-2020 data was collected within Labour Force Survey, since 2021 has been collected as separate survey. Due to changes in processing of data, there is time-break in 2012-2013 years. Since 2013 survey on domestic and outbound trips was realized within the last visit in household in Labour Force Survey and in 2018-2020 during the first visit in household, since 2021 as an individual survey. Processing of data is based on face-to face interviews (CAPI) in combination with CATI methods. Comparability of data with other statistics (TA/TO survey, accommodations statistics) is relatively good.

Consultations with users are required by statistical act stressing the cooperation with other organisations (ministries and other state organisations) during preparation of the Programme of State Statistical Surveys.

An advisory body of the Statistical Council consists of members representing main users (representatives of ministries, state organisation and public institutions).

The Council is the permanent expert advisory body for the President of the SOSR in the field of state statistics. The task of the Council is to draft /submit proposals and recommendations regarding state statistics concepts, to discuss the Programme of the state statistical surveys and other tasks according to the Status on the Statistical Council.

In practice the consultations with users run on bilateral bases as well as within activities covered by the action programme Activities focusing on learning about expectation of key users and on supporting better interpretation and better use of statistical products. In case of tourism statistics SO SR has really close and fruitful communication with the Ministry of transport, construction and regional development responsible for the area of tourism as well as with National Bank of Slovakia and Tourism agency.

In general, tourism data currently produced, satisfy national user needs. Main users are government, ministries, National Bank, media, students.

13.1. Accuracy - overall

In 2013-2018 a sample size of the survey was based on the sample system of Labour Force Survey. Since January 2021 the survey is collected separately from LFS, tourism is no longer a part of LFS sample, however, it is based on the same criteria and sample size. The LFS and current sample is based on a Population Census conducted once in ten years (last time in 2021). There is a lack of information on new statistical units during a rather long period. Errors in addresses of dwellings are also a problem; possible small under-coverage in case of collective households, persons living in convents, members of the Slovak embassies and institutions abroad, and students living in dormitories or boarding schools, for which the data is not collected. Unit non-response rate for trips with overnight stays represented 2,5% per year. The grossing-up methods are used for dealing with unit non-response. Item non-response-rate is lower than 0,5% in qualitative variables. Expenditure non-response rate is on average 7% in the year 2022 (the highest non-response rate is in expenditure related to accommodation and transport).

15.3. Coherence - cross domain

Comparison is made between domestic and outbound survey with two other statistics - Accommodation statistics and Statistics of tour operators and travel agencies (TA/TO). Within domestic survey, the number of trips and number of nights of domestic tourists is compared with number of visitors and nights in accommodation statistics. Results are more or less comparable on yearly basis. Outbound tourism trips are compared with survey conducted by TA/TO. Only some destinations are compared, where high percentage of trips are organized by TA/TO (for example Türkiye, Bulgaria). Data from accommodation statistics (average price of accommodation per night by category of accommodation and by region) are also used within imputation of expenditure on accommodation in domestic and outbound survey. In reference year 2022 there has been used voluntary data collection "Monthly accommodation data broken down by country / world geographical area of the guest" for mirroring. Data from yearly accommodation statistics from selected countries databases has been also used for comparison outbound tourism trips of Slovak residents.

16. Cost and Burden Top

SOSR regularly monitors the cost and burden of reporting units. The cost and burden measurement at the level of European Statistical Products is in competence of the Resources Directors Group within Eurostat.

17.1. Data revision - policy

The Revision policy regulates the general rules and procedures applied in revisions at the SOSR. The same revision policy applies to national and international users. In accordance with the Revision policy, the reason of the revision is always indicated.

SOSR distinguishes the following revisions:

From the content point of view:

- incorporation of better quality data based on a more complete source, including replacing imputations with collected data,

- correction of data as a result of updating seasonal factors and changing the base period,

- data modification based on more accurate methodology (in concepts, definitions and classifications) and changes in statistical methods,

- performing corrections in source data and calculations.

In terms of time, SOSR divides the revisions into:

- ordinary revisions are revisions without significant modifications of the methodologies. These are usually more significant data corrections, including large values ​​obtained from new sources. They are carried out periodically on precisely set up dates, to update monthly and quarterly data, until the next publication of the data.

- annual revisions are revisions that are made when all monthly and quarterly data are available and more detailed results from annual surveys are already available.

- extraordinary and major revisions are revisions of definitive data due to significant methodological changes resulting from revision of methodologies, changes in procedures and statistical-mathematical calculation methods or data corrections. An extraordinary revision may result (e.g. by changing the definition) in break in time series data comparability.

Yearly, based on balance of population data. Data are regularly updated considering births, deaths and migrations statistics. The LFS and current sample is based on a Population Census conducted once every ten years (last time in 2021).

The sampling design is a stratified two-stage probability sampling of dwelling units, using the Census of Population 2021 as the basis. The strata are formed by (79) districts (correspond to the NUTS 4 level). The primary sampling units (PSU) correspond to the Census Administrative Units. These are selected at the first sampling stage in each district with probability proportional to the district’s population size. Each PSU can be selected more than once. At the second stage, dwelling units are selected from each instance of the PSU using a simple random sampling method. Within domestic and outbound tourism survey all individuals aged 15+ in households living in selected dwellings are interviewed during the 1st visit of the LFS household and since 2021 as separately collected survey. Data for students living outside their usual environment (and households) in dormitories, schoolchildren at boarding schools and other types of dwellings are not collected.

18.4.1 Data validation

Data validation is realized by national and Eurostat validation rules according to national technical project of the survey. After the collection of data, follows validation process based on the logical control rules and validation rules according to Regulation 692/2011. Missing data are imputed. Aggregated data are compared with previous period.

Data on domestic and outbound tourism is collected on quarterly basis. After collection of paper questionnaires micro-data is recorded and validated. Missing values are imputed. Data from accommodation statistics (average price of accommodation per night by category of accommodation and by region) are also used within imputation of expenditures on accommodation in domestic and outbound survey. Questionnaires with high item non-response rate are excluded. Data is grossed-up to the whole population of people older than 15 years.
