3.1. Data description

The objective of the indicator -  hours worked index - to approximate the development of hours worked in trade and catering emterprises.

Non-financial enterprises with the main economic activity defined in sections G (G45, G46, G47: wholesale and retail trade; repair of motor vehicles and motorcycles) of NACE Rev. 2 of all sizes and types

3.4. Statistical concepts and definitions

Hours worked is the total number of hours worked by employees during the reference quarter. This includes all hours worked including overtime, night work, working on weekends and public holidays; time spent on preparation for work, short rest periods; time spent at the place of work during which no work is done (due to technical obstacles) but for which payment is made in accordance with the legislation or collective agreement. Hours paid for but not worked (such as sickness, strike, annual leave) are excluded. Self-employed persons are not included.

Index of hours worked represents changes in the time worked over a certain period of time.

3.5. Statistical unit

Enterprise. The observation unit is the same as reporting unit.

3.6. Statistical population

The frame population is listing from the Business Register. In the list all active enterprises without any threshold (turnover or persons employed) are included. The business register list of each statistical unit includes information: NACE Rev. 2 code (4 digit level), turnover, number of persons employed, address and others. Total population: division 45 - 4661; enterprises; division 46 - 9099; division 47 - 9248.

In the process of statistical data collection, processing and analysis and dissemination of statistical information, Statistics Lithuania fully guarantees the confidentiality of the data submitted by respondents (households, enterprises, institutions, organisations and other statistical units), as defined in the Confidentiality Policy Guidelines of Statistics Lithuania.

11. Quality management Top
11.1. Quality assurance

The quality of statistical information and its production process is ensured by the provisions of the European Statistics Code of Practice and ESS Quality Assurance Framework

In 2007, a quality management system, conforming to the requirements of the international quality management system standard ISO 9001, was introduced at Statistics Lithuania. The main trends in activity of Statistics Lithuania aimed at quality management and continuous development in the institution are established in the Quality Policy. Monitoring of the quality indicators of statistical processes and their results and self-evaluation of statistical survey managers is regularly carried out in order to identify the areas which need improvement and to promptly eliminate the shortcomings.

11.2. Quality management - assessment

Monitoring of the quality of hours worked index is based on quality requirements of the ESS (relevance, accuracy, timelines and punctuality, accessibility and clarity, coherence and comparability). The inspection of statistical survey, testing of statistical questionnaire and updating survey methodology, self-assessment of survey manager are carried out. Before results are presented to users, additional quality control of statistical data at macrodata level is performed. Estimates of statistical indicators are comparing with previous and corresponding period.


12. Relevance Top
12.1. Relevance - User Needs

The main users of statistical information are State and municipal authorities and agencies, politicians, the media, research and business community, students, whose needs are satisfied without a breach of the confidentiality principle.

12.2. Relevance - User Satisfaction

From 2005, user opinion surveys have been conducted on a regular basis. Official Statistics Portal traffic is monitored, website visitor opinion polls, general opinion poll on the products and services of Statistics Lithuania, target user group opinion polls and other surveys are conducted. The compilation of a user satisfaction index was launched. The said surveys are aimed at the assessment of the overall demand for and necessity of statistical information in general and specific statistical indicators in particular.

12.3. Completeness

Indices of hours worked in trade and catering enterprises are published at the NACE Rev. 2 division (2-digit) level. The contents and level of detail of the indicator comply with the EU requirements. 100 per cent of information produced in accordance with the Official Statistics Programme is published.


13. Accuracy Top
13.1. Accuracy - overall

Frame population is conducted from the Statistical Business Register (SBR). To define frame population main variables are: economic activity, number of persons employed and turnover of enterprises. The bias due to under-coverage is not significant. Sampling design – simple random stratified sample. Strata are conducted according to the kind of activity and the number of persons employed. Non response rate is low (data can be submitted electronically). Impact of measurement and processing errors is eliminated by finding outliers, contacting with the reporting units, using editing procedures to the raw data, analysis. The overall accuracy is high.

13.3. Non-sampling error

Non-sampling errors have not significant impact on the results. There are some cases of under-coverage because of updating SBR and appearance new elements in population (in case if enterprise is significant and has 50 or more employees at the end of the year revision for whole year is made). Non response rate is low because of using electronical questionnaires.

14.1. Timeliness

Statistical information is published on the 90th day after the end of the reference quarter.

Statistical information is published in accordance with an Official Statistics Calendar.

Statistical information is comparable across the EU.

Full comparability is ensured since first quarter 2010.

15.3. Coherence - cross domain

The values of the indicators are coherent with structural business statistics (SBS), labour statistics.

15.4. Coherence - internal

The values of the indicators are internally coherent. The aggregated values of indicators are derived from lower-level values in accordance with an established procedure.

The administrative burden for respondents and cost are determined for statistical survey in total and it is not possible to calculate for separate indicators.

17. Data revision Top
17.1. Data revision - policy

Revisions of statistical indicators are performed in accordance with the General Principles behind the Performance, Analysis and Announcement of Revisions of Statistical Indicators, approved by Order No DĮ-262 of 30 December 2013 of the Director General of Statistics Lithuania. Users are informed about scheduled revisions in advance through a Calendar of Scheduled Revisions of Statistical Indicators.

17.2. Data revision - practice

The quarterly data are revised when the errors occur and need to be corrected. The time-series are revised when apply to new model for working day adjustment.


18. Statistical processing Top
18.1. Source data

Data source of statistical information is monthly statistical sample survey of trade and catering enterprises (monthly statistical questionnaire "Statistical report on trade and catering enterprises PR-01", on the 12th day after reference month). A representative sample comprising  4821 enterprises was drawn for the year 2020. All enterprises with 50 and more persons employed were included in the sample, for other enterprises, a stratified random sampling method is used.

Statistical data are collected through an electronic statistical data preparation and transfer system e-Statistics, email, fax, post.

18.4. Data validation

In order to ensure data quality, verification procedures are carried out: data verification at the data entry stage and error correction according to data checking protocol; the data completeness and the rate of non-response and missed data are determined;  secondary editing (analysis of the primary data set and aggregate data) is exercised to identify and correct outliers. The statistical results are compared to the previous period, and with the corresponding period of the previous year.

18.5. Data compilation

The estimates are computed using regular stratified random sampling formulae (ratio estimator). Missing values are replaced with the values of the same enterprises from previous periods or by the average stratum values. The index is calculated in comparison with the quarterly average of 2015 (base year). 

The process of the preparation of statistical information is described in the trade and catering enterprises monthly statistical survey methodology (only in Lithuanian).

18.6. Adjustment

 The time series of hours worked index are calendar day adjusted, using the TRAMO/SEATS method  in Demetra+. A direct method is used for this adjustment. 

The model is chosen using a detailed analysis module. Logarithm transformation is tested. Calendar factors are estimated, 2 regressors (Working days) are used, national holiday's calendar is used, leap year is adjusted. RegARIMA is used for the calendar adjustment.   
The significance levels, the number of outliers and statistics on residuals (residual normality, residual asymmetry, etc.) in data series are controlled.

Calendar adjustment models and parameters are fixed for one year and are revised once a year when the data of all reporting quarters is available. The horizon of revision takes 4 years: current year and 3 years backwards.
