3.4. Statistical concepts and definitions | |||
Persons employed refers to employees working under employment contracts (including seasonal) and paid by the enterprise; unpaid working proprietors and family workers; part-time employees; temporarily non-working employees (on maternity and child care leave until the child is three years old, due to sickness, holidays, strike). Persons in compulsory service in the armed forces are not included. Self-employed persons are included. The index of the quarterly average number of persons employed is calculated. Index of the number of persons employed represents changes in the number of persons employed over a certain period of time. |

Enterprise. The observation unit is the same as reporting unit. |

3.6. Statistical population | |||
The frame population is listing from the Business Register. In the list all active enterprises without any threshold (turnover or persons employed) are included. The business register list of each statistical unit includes information: NACE Rev. 2 code (4 digit level), turnover, number of persons employed, address and others. Total population: division 45 - 4661 enterprises; division 46 - 9099; division 47 - 9248. |

In the process of statistical data collection, processing and analysis and dissemination of statistical information, Statistics Lithuania fully guarantees the confidentiality of the data submitted by respondents (households, enterprises, institutions, organisations and other statistical units), as defined in the Confidentiality Policy Guidelines of Statistics Lithuania. |

11.1. Quality assurance | |||
The quality of statistical information and its production process is ensured by the provisions of the European Statistics Code of Practice and ESS Quality Assurance Framework. In 2007, a quality management system, conforming to the requirements of the international quality management system standard ISO 9001, was introduced at Statistics Lithuania. The main trends in activity of Statistics Lithuania aimed at quality management and continuous development in the institution are established in the Quality Policy. Monitoring of the quality indicators of statistical processes and their results and self-evaluation of statistical survey managers is regularly carried out in order to identify the areas which need improvement and to promptly eliminate the shortcomings. |

11.2. Quality management - assessment | |||
Monitoring of the quality of persons employed index is based on quality requirements of the ESS (relevance, accuracy, timelines and punctuality, accessibility and clarity, coherence and comparability). The inspection of statistical survey and updating survey methodology, self-assessment of survey manager are carried out. |

The main users of statistical information are State and municipal authorities and agencies, politicians, the media, research and business community, students, whose needs are satisfied without a breach of the confidentiality principle. |

12.2. Relevance - User Satisfaction | |||
From 2005, user opinion surveys have been conducted on a regular basis. Official Statistics Portal traffic is monitored, website visitor opinion polls, general opinion poll on the products and services of Statistics Lithuania, target user group opinion polls and other surveys are conducted. The compilation of a user satisfaction index was launched. The said surveys are aimed at the assessment of the overall demand for and necessity of statistical information in general and specific statistical indicators in particular. |

Indices of the number of persons employed in trade and catering enterprises are published at the NCE Rev. 2 division (2-digit) level. The contents and level of detail of the indicator comply with the EU requirements. 100 per cent of information produced in accordance with the Official Statistics Programme is published. |

The statistical indicator is calculated based on the data on persons employed in the enterprises sampled for the statistical survey. The estimates are computed using regular stratified random sampling formulae (ratio estimator). The index is calculated in comparison with the quarterly average of 2015 (base year).
