3.1. Data description

The objective of the indicator - wages and salaries index - to approximate the development of wages and salaries in trade and catering emterprises.

Non-financial enterprises with the main economic activity defined in sections G (G45, G46, G47: wholesale and retail trade; repair of motor vehicles and motorcycles) of NACE Rev. 2

3.4. Statistical concepts and definitions

Wages and salaries refers to remuneration payable to the employee in return for the work done in cash, goods, services and/or privileges, including income taxes, social insurance contributions, etc. payable by the employee. It includes various bonuses in cash and in kind: allowances, severance pays, gratuity, premiums, compensations, increments. It does not include social insurance contributions payable by the employer, money meant for the purchase of equipment, working clothes, various training courses, expenses on business trips (travel, accommodation), benefits from the State Social Insurance Fund in case of temporary disability (sickness, maternity leave, parental leave before the child has reached the age of three).

Index of the number of wages and salaries represents changes in wages and salaries over a certain period of time.

3.5. Statistical unit

Enterprise. The observation unit is the same as reporting unit.

3.6. Statistical population

The frame population is listing from the Business Register. In the list all active enterprises without any threshold (turnover or persons employed) are included. The business register list of each statistical unit includes information: NACE Rev. 2 code (4 digit level), turnover, number of persons employed, address and others. Total population: division 45 - 4661 enterprises; division 46 - 9099; division 47 - 9248.

Commission Regulation (EC) No 329/2009 of 22 April 2009 amending Council Regulation (EC) No 1165/98 concerning short-term statistics as regards the updating of the list of variables, the frequency of compilation of the statistics and the levels of breakdown and aggregation to be applied to the variables (OJ L 103, 23.4.2009, p. 3-5).

In the process of statistical data collection, processing and analysis and dissemination of statistical information, Statistics Lithuania fully guarantees the confidentiality of the data submitted by respondents (households, enterprises, institutions, organisations and other statistical units), as defined in the Confidentiality Policy Guidelines of Statistics Lithuania.

11. Quality management Top
11.1. Quality assurance

The quality of statistical information and its production process is ensured by the provisions of the European Statistics Code of Practice and ESS Quality Assurance Framework

In 2007, a quality management system, conforming to the requirements of the international quality management system standard ISO 9001, was introduced at Statistics Lithuania. The main trends in activity of Statistics Lithuania aimed at quality management and continuous development in the institution are established in the Quality Policy. Monitoring of the quality indicators of statistical processes and their results and self-evaluation of statistical survey managers is regularly carried out in order to identify the areas which need improvement and to promptly eliminate the shortcomings.

11.2. Quality management - assessment

Monitoring of the quality of wages and salaries index is based on quality requirements of the ESS (relevance, accuracy, timelines and punctuality, accessibility and clarity, coherence and comparability). The inspection of statistical survey, testing of statistical questionnaire and updating survey methodology, self-assessment of survey manager are carried out. 
The coefficient of variation (relative standard error), used as the main measure of the accuracy of estimate, does not exceed 3 per cent. Before the results are presented to users, additional statistical data quality control is exercised at the macrodata level.

12.1. Relevance - User Needs

The main users of statistical information are State and municipal authorities and agencies, politicians, the media, research and business community, students, whose needs are satisfied without a breach of the confidentiality principle.

12.2. Relevance - User Satisfaction

From 2005, user opinion surveys have been conducted on a regular basis. Official Statistics Portal traffic is monitored, website visitor opinion polls, general opinion poll on the products and services of Statistics Lithuania, target user group opinion polls and other surveys are conducted. The compilation of a user satisfaction index was launched. The said surveys are aimed at the assessment of the overall demand for and necessity of statistical information in general and specific statistical indicators in particular.

12.3. Completeness

Indices of wages and salaries in trade and catering enterprises are published at the NACE Rev. 2 division (2-digit) level. The contents and level of detail of the indicator comply with the EU requirements. 100 per cent of information produced in accordance with the Official Statistics Programme is published.

The values of the indicators are coherent with structural business statistics (SBS), labour statistics.

The values of the indicators are internally coherent. The aggregated values of indicators are derived from lower-level values in accordance with an established procedure.

The cost are determined for statistical survey in total and it is not possible to calculate for separate indicators.

An administrative data source is used – data of the State Social Insurance Fund Board (Sodra). All trade and catering enterprises report to social insurance.

Administrative data according to the contract concluded with the State Social Insurance Fund Board (Sodra) is regularly extracted from its database.

18.4. Data validation

Before results are presented to users, additional quality control of statistical data at macrodata level is performed. Estimates of statistical indicators are comparing with previous and corresponding period of previous year.

18.5. Data compilation

The indicator is calculated based on the data on enterprises sampled for the statistical survey. The estimates are computed using regular stratified random sampling formulae (ratio estimator). The index is calculated in comparison with the quarterly average of 2015 (base year). The process of the preparation of statistical information is described in the monthly statistical survey on trade and catering enterprises methodology (only in Lithuanian).
